TPO - The Ho Chi Minh City Department of Transport has issued a document requesting Vicem Ha Tien Cement Joint Stock Company - the investor of the BOT project to build a road connecting Nguyen Duy Trinh Street to Phu Huu Industrial Park - and related units to ensure security, order, and traffic safety in the Phu Huu BOT area, Thu Duc City.

According to the Ho Chi Minh City Department of Transport, residents have recently reported gatherings and protests against toll collection, causing disruption to public order and traffic congestion at the Phu Huu BOT toll station (Thu Duc City).

The Ho Chi Minh City Department of Transport has requested Vicem Ha Tien Cement Joint Stock Company to urgently address all infrastructure deficiencies on Nguyen Thi Tu Street, Thu Duc City (where the Phu Huu BOT toll station is located), and report the results to the Department before September 25th.

Previously, the Ho Chi Minh City People's Committee issued a directive regarding the specific pricing of road usage services at this BOT project. The directive required the investor to respond to petitions from organizations and individuals concerning the collection of road usage fees; and to develop plans and deploy rescue and emergency response vehicles and personnel to promptly handle any incidents that may occur on the road.

Therefore, the Ho Chi Minh City Department of Transport requests Vicem Ha Tien Cement Joint Stock Company to comply strictly with the directives of the City People's Committee.

The Ho Chi Minh City Department of Transport has requested the Thu Duc City People's Committee to take the lead in coordinating with relevant units to ensure absolute safety, security, and order during the collection of road usage fees, as directed by the City People's Committee.

We request that the Ho Chi Minh City Police Department direct and strengthen the deployment of functional forces to ensure security, order, and traffic safety in the Phu Huu BOT area and the entire Nguyen Duy Trinh road leading to the Phu Huu Industrial Park, as directed by the Ho Chi Minh City People's Committee.

The Center for Road Infrastructure Management (under the Department of Transport) is tasked with deploying personnel to monitor traffic conditions in the area, updating data on vehicles entering and exiting the ports via the Phu Huu BOT toll station before and after the implementation of road usage fee collection. Based on this, they will assess the traffic situation in the area and report to the department after two weeks of implementation.

Previously, at a press conference on the socio -economic situation held on the afternoon of September 19th, the Ho Chi Minh City Department of Transport, regarding the toll collection at the Phu Huu BOT toll station, assigned the Center for Road Infrastructure Management to conduct an inspection and found several shortcomings.

For example, Nguyen Thi Tu Street (the section from Nguyen Duy Trinh Street to Dang Thanh Hieu Street) has many areas where water accumulates, the road surface is damaged in some places, the lane for two-wheeled vehicles is covered with mud; the lane markings are faded and incomplete; this does not ensure usability, detracts from urban aesthetics, and compromises traffic safety on this road.

In addition, the frequent stopping and parking of trucks and semi-trailers on Nguyen Thi Tu and Dang Thanh Hieu streets in both directions (despite signs prohibiting stopping and parking) is a common problem.

Regarding this issue, the Department of Transport has issued Official Letter No. 12214 dated September 13th requesting Vicem Ha Tien Cement Joint Stock Company to urgently rectify the situation and simultaneously requesting the Thu Duc City Police to strictly handle the illegal parking on Nguyen Thi Tu and Dang Thanh Hieu streets.

Regarding the issue of public and business disagreements about toll rates and cases of toll exemptions or reductions at BOT toll stations, Mr. Bui Hoa An, Deputy Director of the Ho Chi Minh City Department of Transport, stated that in the initial days of operation of the Phu Huu BOT toll station, disagreements were unavoidable, or perhaps the implementation was not done correctly by the relevant parties.

"The Department has assigned the Road Infrastructure Management Center to monitor and record people's concerns during the first 10 days. After that, they will compile the information and report it fully to the City People's Committee so that appropriate adjustments can be made in the future," Mr. An informed.
