In recent days, the atmosphere at the Provincial Public Administrative Service Center has seemed more cheerful with the presence of young people in their blue volunteer uniforms. Upon inquiry, it was revealed that they are members of a team of young intellectual volunteers supporting citizens and businesses in accessing online public services at the provincial level. The team was launched in mid-March 2025 and quickly began operations. Along with the center's staff, nearly 30 members of the team have been enthusiastic and dedicated to their duties. Everyone understands the significance of the work they are doing.
Having directly attended the launching ceremony of the team of young intellectual volunteers supporting people and businesses in implementing online public services at the provincial level, and now knowing about the encouraging results, Ms. Nguyen Thi Thanh Hien, Deputy Secretary of the Provincial Youth Union, clearly expressed her joy.
Ms. Hien said that the team members are all young and enthusiastic. After joining the team, the young people received training on the process of receiving and handling administrative procedures and skills in using online public services. With their intelligence and quick thinking, they quickly adapted well to the work.
Thanks to the assistance of the team members, citizens and businesses have received timely support in completing procedures such as: issuing and renewing citizen identification cards; renewing driver's licenses; issuing criminal record certificates; issuing copies of diplomas and certificates; administrative procedures for businesses; registering changes in land use rights, etc. “We acknowledge the pioneering spirit and responsibility of the young intellectual team. Not only do they support the implementation of online public services, but they also play a significant role in accompanying businesses and citizens in their digital transformation,” Ms. Hien said.
According to Ms. Thanh Hien, the team of young intellectuals volunteering to support citizens and businesses in implementing online public services at the provincial level is a practical model of youth in response to Youth Month 2025.
Through this model, the proactive spirit of Quang Tri's youth in implementing the Prime Minister's Project 06 on developing data applications on population, identification, and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030, is clearly evident. With their active participation, youth union officials, members, and young people have joined hands to promote the use of online public services and increase the rate of online applications throughout the entire process.
Recognizing the importance of digital transformation, and in addition to the team of young intellectuals volunteering to support citizens and businesses in implementing online public services at the provincial level, the Youth Union branches at all levels in the province have also carried out many other programs and activities in recent times.
Depending on the specific circumstances of each unit and locality, each youth union branch chooses a unique focus and approach to practically assist the people. One of the exemplary groups in this field is the Youth Committee of the Provincial Public Security Department.
Recognizing the demands of the new situation, in recent times, the youth union officials, members, and young people of the Provincial Police have determined that, in order to successfully achieve digital transformation, each collective and individual must transform themselves first.
On a collective level, the Youth Committee of the Provincial Public Security Department has established a Youth Volunteer Club for Digital Transformation to train youth union officials, members, and young people at the grassroots level and to implement tasks assigned by leaders at all levels in the implementation of Government Project 06.
In addition, the committee established a Digital Transformation Task Force with 100 members directly involved. Currently, the Provincial Police Youth Committee is also advising the Provincial Police leadership on implementing a digital legal awareness model. “We consider accompanying and assisting the people in digital transformation as one of our important tasks. Over the past time, young officers and soldiers have been very exemplary, enthusiastic, and have performed this task well,” said Captain Cao Tat Linh, Head of the Provincial Police Youth Committee.
In localities throughout the province, the spirit of unity and cooperation among young people in helping people with digital transformation is also developing strongly.
In Vinh Linh district, youth union leaders have recently focused on promoting the responsibilities of union members and young people in digital transformation. Many effective activities have been organized by youth union branches at all levels in the district, such as: assisting people in installing and activating electronic identification applications; organizing a week of digital transactions and cashless payments; supporting union members in selling goods through the Quang Tri Mart channel; guiding people in using online public services; coordinating the organization of cashless market models, etc.
According to Le Minh Thai, Secretary of the Vinh Linh District Youth Union: “The approach and application of digital transformation by the youth of our district has been very enthusiastic, initially achieving positive results. This effort in applying digital technology has helped us overcome difficulties in infrastructure and resources, thereby innovating and improving the quality of our activities and inspiring our members and young people.”
According to Deputy Secretary of the Provincial Youth Union Nguyen Thi Thanh Hien, digital transformation is a necessity and an inevitable trend. If we don't keep up with its pace, we will fall behind. As young people with an advantage in accessing new things, the Youth Union officials, members, and youth in the province will continue to uphold the spirit of initiative and volunteerism, ready to support people in their digital transformation.
“With a proactive and forward-thinking spirit, the Standing Committee of the Provincial Youth Union has issued the Quang Tri Youth Vanguard Plan for implementing the digital transformation program in the 2022-2027 period, with specific goals, methods, and solutions. However, in addition to the plan, we are always exploring, learning, and creating new things that are suitable to the reality to improve the effectiveness of supporting people and helping them confidently enter the digital age,” Ms. Thanh Hien affirmed.
