16 units transferred from the Ministry of Labour, Invalids and Social Affairs to the Ministry of Education and Training.

On the morning of March 13th, Deputy Minister Hoang Minh Son worked with the Department of Vocational Education and Continuing Education (GDNN&GDTX); and the leadership of units transferred from the Ministry of Labor, War Invalids and Social Affairs (MOLISA) to the Ministry of Education and Training (MOET).


According to Decision No. 596/QD-BGDĐT dated March 3, 2025, of the Minister of Education and Training, the Department of Vocational Education and Continuing Education is a unit under the Ministry of Education and Training, performing the function of advising and assisting the Minister in the state management of vocational education (excluding teacher training) and continuing education. It also provides public services in its assigned areas of work as prescribed.

In addition to general tasks similar to other Departments and Divisions regarding advisory work, implementation of state management responsibilities, reporting, personnel management, finance, assets, and records and documents , the Department of Vocational Education and Continuing Education has two groups of tasks directly related to professional work: vocational education and continuing education, based on inheriting the previous tasks of the General Department of Vocational Education and the Department of Continuing Education .

Sixteen units transferred from the Ministry of Labour, Invalids and Social Affairs to the Ministry of Education and Training include: Nam Dinh University of Technical Education, Vinh University of Technical Education, Vinh Long University of Technical Education, College of Technical and Technological Vocational Training, Dung Quat College of Engineering, College of Engineering II, College of Construction No. 1, Ho Chi Minh City College of Construction, Nam Dinh College of Construction, College of Urban Construction, Viet Xo No. 1 Vocational College, Lilama II International College of Technology, College of Construction Mechanics, College of Construction and Social Technology, Hanoi College of Technical and Vocational Training, and Construction Mechanics Vocational College.

Currently, the organizational structure of the schools includes 14/16 Chairpersons of the School Council, a Board of Directors of 37 people , and a total of 211 departments/faculties/centers . The total number of staff and employees is 2943 people, including 1655 permanent staff and 1291 contract employees.

For universities , the highest annual enrollment was 4215 students, while the lowest was 960 students. For colleges and vocational schools , the highest annual enrollment was 3850, while the lowest was 1545. Many schools achieved good enrollment results. Currently, out of 16 universities and colleges, 7 have had their autonomy plans approved, while 9 have not yet received approval.

Representatives from schools transferred from the Ministry of Labour, Invalids and Social Affairs to the Ministry of Education and Training exchanged views at the working session.

During the meeting, representatives from universities and colleges shared their joy and expectations for breakthrough development under the Ministry of Education and Training; they also proposed that the Ministry pay attention to and promptly issue a decision on the acceptance and approval of the functions, tasks, and powers of the institutions.

Speaking at the meeting, Deputy Minister Hoang Minh Son stated that while it will take time for units to reorganize and transition, this is an opportunity to unify and innovate the education and training system. The planning and reorganization will ensure systematic and synchronized operations to improve efficiency.

The Ministry of Education and Training has the function of state management, carrying out tasks assigned by the Government and the Prime Minister, developing education and training, including higher education and vocational education, in order to develop in the right direction, synchronously and effectively, meeting the socio-economic development needs of localities. Therefore, unified management will bring more favorable opportunities and solve fundamental problems of the sector.

Deputy Minister Hoang Minh Son delivered a directive speech at the working session.

The Deputy Minister stated that the accelerated implementation of university autonomy in recent years has had a positive impact on the higher education system in fulfilling its mission of training high-quality human resources linked to the development of science, technology, and innovation. This has helped improve and reform the higher education system, achieving some positive results, and will continue to be implemented in vocational education in the future.

The Deputy Minister expressed his hope that the units would cooperate and be determined to effectively implement the assigned tasks, overcome difficulties and obstacles, and develop long-term plans to fundamentally and comprehensively reform education and training, meeting the needs of high-quality human resources in the new era.
