On April 4th, the Vietnam Institute of Educational Sciences organized a consultation workshop on the report "The Influence of Teachers on Students' Learning Outcomes".
The workshop was attended by representatives from units under the Ministry of Education and Training , representatives from the United Nations Children's Fund - UNICEF Vietnam, and experts and scientists from both within and outside the country.

Speaking at the conference, Director of the Vietnam Institute of Educational Sciences Le Anh Vinh emphasized: In the reform of education and training, the teaching staff plays a pioneering role in innovation, and is also a central element of educational quality. This is proven through research, teaching practices, and industry databases.
In particular, for reports on the influence of teachers on student learning outcomes, the industry database plays a crucial role. "Data is not just for management and counting, but also for exploitation and use in reporting, research, and development," said Director Le Anh Vinh.
Professor Le Anh Vinh also noted that the use and exploitation of data must be extremely cautious, and in addition to quantitative research, consultation with experts is necessary. Therefore, in the initial report, the workshop hopes that experts, with their practical experience, will provide accurate assessments and analyses to refine the report and propose more appropriate policies in the future.

Referring to the crucial role of industry databases, Deputy Director of the Department of Science, Technology and Information (Ministry of Education and Training) To Hong Nam stated: Reports and proposals that are not based on databases will be very unconvincing. Therefore, input data must meet the criteria of being correct, complete, clean, and accurate. This requires stakeholders to define their responsibilities in providing, using, and exploiting data during research and reporting.
Speaking at the workshop, Ms. Tara O'Connell, Head of Education Programs, UNICEF Vietnam, stated: UNICEF's focus is on ensuring every child has the right to learn and be given the opportunity to develop to their fullest potential, aiming for equitable and quality education. One of the solutions UNICEF implements to develop more practical and effective policies is leveraging industry databases.

Data Must Speak is an initiative aimed at improving equity and quality in education through increased use of educational data. The goal is to improve evidence-based educational policy planning .
Beginning in 2014, the project operated in 19 countries at various stages of implementation. The research was co-created and conducted with the Ministries of Education of these countries using a "learning through practice" approach.
In Vietnam, the Ministry of Education and Training has developed and utilized a database across various fields. This is considered a tool for monitoring the sector and also serves as a basis for research, reports, and proposals. Therefore, to develop education, it is necessary to rely on this database in combination with consultations and research to propose policies and adjustments in education aimed at positive changes in teachers and promoting learning among students.
Experts report on the findings of research regarding the influence of teachers on students' academic performance.
Recognizing the advantages of industry-based databases over survey data —their large scale and ability to be segmented for in-depth study of specific groups such as students with disabilities and ethnic minority students , and the regularity of data collection —experts have adopted econometric analysis based on industry data to investigate the relationship between teacher characteristics and student learning outcomes in Vietnam.
At the workshop, experts and scientists exchanged ideas, provided feedback, and made suggestions on issues related to the use of industry databases concerning the influence of teachers on students' learning outcomes.
