The issuance of vaccine passports has been implemented since April 2022. According to According to the Department of Information Technology, to date, more than 40 million people in our country have vaccine passports. Although the issuance of vaccine passports has been implemented since April 2022, after more than 3 months of implementation, the progress of issuing vaccine passports is assessed to be not as expected initially, although the Ministry of Health has repeatedly instructed and urged localities and vaccination sites to urgently implement this.
This is the sharing of Mr. Nguyen Ba Hung, Department of Information Technology (Ministry of Health ) about the progress of issuing vaccine passports. According to Mr. Hung, the delay in issuing vaccine passports is due to two reasons:
Firstly , due to the inaccurate information declared by people when they were vaccinated in the past, especially during peak periods, the epidemic broke out in many provinces and cities across the country, leading to the connection with the national population database to compare information to carry out the vaccine passport issuance process, it will not be possible due to incorrect information. Medical staff must coordinate with the project 06 working group and local police to re-verify, which is very difficult.
Second , some localities are still slow to issue documents directing affiliated units to deploy the issuance of Vaccine Passports according to the guidance documents of the Ministry of Health.
Currently, there are about 17 million subjects whose information has not been verified. The Ministry of Health has sent a document requesting Viettel to export data verifying incorrect information to the Ministry of Public Security to support the cleaning of the above data, which will be completed in July.
In addition, the Ministry of Health continues to strengthen direction and urge localities to implement digital signature and issue vaccine passports to people. At the same time, continue to promote communication activities to guide people to declare correct and complete information on PC-Covid applications and Electronic Health Book.
There are many cases where people have been issued vaccine passports but still report that they have not received vaccine passports on applications because the information declared does not match the information on the vaccination certificate, including the required information fields: Full name/ Phone number/ ID number/ CCCD.
Currently, Vietnam's vaccine passport has been connected to the EU system. Thereby, COVID-19 software of EU countries can authenticate Vietnam's vaccine passport. (For example: Swiss CovidCheck App, German Corona-Warn App, ...)
In addition, Vietnam has also agreed to accept the EU's COVID-19 digital certificate for EU citizens. Accordingly, the digital certificate corresponding to the secret key used to digitally sign the vaccine passports of countries participating in the EU DGC will be entered into Vietnam's system through connection with the EU gateway.
Citizens and authorities can use the NEAC QR offline application developed by the Ministry of Information and Communications to check all vaccine passports of the EU and countries that have joined the system.
