The purpose of the Plan is to carry out the task of mobilizing forces to deploy the task of building an art puzzle according to the overall project of activities to celebrate the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
To widely propagate throughout the Party, people and army about the stature and epochal significance of the August Revolution in 1945 and the birth of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam); to educate about the tradition of patriotism, the spirit of great solidarity, the desire for peace, the will to be self-reliant, self-reliant, self-respect and national pride; to express deep gratitude to the generations who sacrificed for national independence and unification; to affirm the determination of the entire Party, people and army in the cause of building and defending the socialist Vietnamese Fatherland.
Through the event, propagate to all classes of people about love for homeland, country, national pride and revolutionary tradition under the leadership of the Communist Party of Vietnam; comprehensively and deeply evaluate the development achievements of the country in all fields after 80 years of establishment. From there, propose directions and tasks for national development, strengthen the great national unity bloc, successfully carry out the country's innovation in the new era.

The mobilization and organization of forces participating in the Art Formation Block at the Ceremony, Parade, and March of the 80th Anniversary of the August Revolution and National Day September 2nd ensures synchronization, safety, science, economy, and efficiency in the number of people participating in the art formation.
Agencies, units and schools identify this as a key task; ensure close coordination, promote the responsibility of the units to effectively and timely implement assigned tasks.
Organize large-scale official rehearsals and performances. Close and effective coordination between management, actors, art, security, medical, and logistics.
The implementation content includes: Practice at My Dinh National Stadium; Practice at Ba Dinh Square; State-level preliminary rehearsal at Ba Dinh Square; State-level general rehearsal at Ba Dinh Square and Official ceremony at Ba Dinh Square
Performance Time: 6:30 a.m. on September 2, 2025, official art formation at the Ceremony, Parade, and March of the 80th Anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
The Ministry of Culture, Sports and Tourism assigned the Department of Grassroots Culture, Family and Library to preside over and coordinate with agencies, units and schools to develop a Plan and organize its implementation; advise and submit to competent authorities to issue or issue documents related to the organization of art formation performances.
Manage and arrange staff to participate in organizing and operating the art formation force to participate in practice, preliminary rehearsal, final rehearsal and official performance at 2 locations: My Dinh National Stadium and Ba Dinh Square.
Preside over contacting the Organizing Committee and relevant units about the time and place of gathering forces for practice, preliminary rehearsal, final rehearsal and official performance.
Preside over the compilation of the list of forces participating in the art formation block and send it to the Department of Performing Arts for synthesis and request to issue security cards according to regulations.
Prepare budget estimates for the Department of Grassroots Culture, Family and Library and the Central University of Art Education, Thang Long University (a school not under the Ministry of Culture, Sports and Tourism) and submit them to the leaders of the Ministry of Culture, Sports and Tourism for approval to carry out the assigned tasks in this Plan; be responsible for carrying out payment and settlement procedures according to current regulations.
Synthesize the budget estimates of the units participating in the art puzzle block and submit them to the leaders of the Ministry of Culture, Sports and Tourism for approval and perform other tasks as directed by the leaders of the Ministry.
The Department of Performing Arts presides over and is responsible for the artistic formation script submitted to the competent authority for approval and implementation of practice and performance content according to the program and artistic script after approval.
Preside and be responsible for sending security cards to the Ministry of Public Security for appraisal, approval and issuance to forces participating in the art puzzle.
Assign staff to act as focal points to coordinate with the Department of Grassroots Culture, Family and Library and relevant agencies and units to receive the Artistic Formation Team; develop and provide seating charts for participating students at practice and performance locations and perform other tasks as directed by the Ministry's leaders.
The Vietnam Sports and Physical Training Department presides over and coordinates with agencies and units to prepare locations, facilities, technical equipment and other conditions to serve the artistic block training.
Prepare budget estimates and submit them to the leaders of the Ministry of Culture, Sports and Tourism for approval to carry out the assigned tasks in this Plan; be responsible for carrying out payment and settlement procedures according to current regulations and carry out other tasks as directed by the leaders of the Ministry.
The Department of Planning and Finance reviews and submits to the Ministry's leaders for approval of the budget estimate, allocates funds to units participating in organizing and implementing art formations and performs other tasks as directed by the Ministry's leaders.
The Central University of Art Education, Hanoi University of Culture, Hanoi College of Tourism, Vietnam University of Fine Arts, and Thang Long University are responsible for mobilizing the required number of students to participate.
Ensure that the full number of students participate on time in practice sessions, preliminary rehearsals, final rehearsals and performances at the Official Ceremony according to the artistic script approved by the Steering Committee.
Arrange for staff, lecturers, administrators, medical staff, and logistics staff to participate in managing and guiding students during practice, preliminary rehearsal, final rehearsal, and performance at the Official Ceremony.
Provide to the Department of Grassroots Culture, Family and Library: list of responsible officers, list of students participating in the art block. Provide responsible officers for each group.
Ensure security, safety, health, medical care, meals, drinking water, medicine and medical supplies; necessary logistics for the force participating in performing the art formation task during practice, preliminary rehearsal, final rehearsal and performance at the official ceremony. Proactively support additional funding for this content from the unit's legal funding sources (if any).
Responsible for hiring vehicles (cars) to transport the forces participating in the artistic formation task during practice, preliminary rehearsal, final rehearsal and performance at the official ceremony. Ensure that the forces are fully present and on time according to the regulations of the Organizing Committee.../.
