Twenty-one out of 49 households who had been complaining for years about the High-Tech Park project (Thu Duc City) have agreed to accept 38 land plots as compensation from the authorities.

The land and house ownership certificates for the households were handed over by the Thu Duc City government on May 26th. The compensated land plots are located in the Man Thien, Long Binh, Long Thanh My resettlement areas and the Khang Dien housing area.

According to Nguyen Huu Anh Tu, Vice Chairman of the People's Committee of Thu Duc City, out of 49 households with long-standing complaints regarding the project, only 43 cases meet the criteria for receiving additional land plots. Besides the 21 households that have already agreed, the local authorities are continuing to persuade the remaining households and reviewing their proposals. For the six households that do not meet the criteria for land plot allocation, if there is sufficient legal basis, the authorities will still propose providing assistance.

The Ho Chi Minh City High-Tech Park, planned in 1998 and inaugurated in 2002, is one of three national high-tech parks established by the Government. In the Prime Minister 's initial decision on the project in November 1998, the park covered only 800 hectares; subsequently, Ho Chi Minh City proposed expanding it by an additional 4 hectares. In the final adjustment in 2007, the total project area increased to 913 hectares. In total, more than 3,100 households had to be relocated.

When the High-Tech Park became operational, hundreds of households sent petitions to central government agencies, claiming that the city government built the High-Tech Park incorrectly according to the planning map; failed to establish a compensation plan for damages as required; and reclaimed an excess of 334 hectares of land outside the planned boundary...

According to the conclusions of the Government Inspectorate , the Chairman of the City People's Committee during the project implementation period was negligent in failing to develop a compensation, damage support, and resettlement plan. This led to prolonged and intense complaints from many households. Responsibility for this oversight lies with the City People's Committee, the Department of Finance, the District 9 People's Committee, and the High-Tech Park Management Board.

In 2019, Ho Chi Minh City allocated over 1,400 billion VND to compensate households whose land was expropriated in the 41-hectare area (within the planning boundary). With 49 cases of complaints filed with the Government , the Ho Chi Minh City People's Committee decided to approve an additional and specific support policy for the project.
