The guidelines clearly specify 26 permitted fees for implementation in schools.
Accordingly, the following nine fees are charged for services supporting educational activities such as boarding services, breakfast services, student transportation, etc.:
9 types of service fees collected in schools.
The 17 other educational activity fees include money for organizing two-session-per-day classes, organizing enhanced foreign language and computer skills training, etc., as follows:
17 types of revenue from educational activities in schools.
Simultaneously with signing and issuing the aforementioned fees, the Chairman of the District 1 People's Committee requested the Department of Education and Training to ensure that no fees outside of the regulations are charged.
The District Department of Education and Training must strengthen inspection, examination, and supervision of the collection and expenditure of funds at the beginning of the school year at affiliated educational institutions according to the management decentralization, and promptly correct the collection of fees that are not in accordance with regulations. At the same time, it is responsible for being accountable to society for the activities of educational institutions under its management decentralization, including the management of fees collected within the district as stipulated in Decree No. 24/2021/ND-CP.
Regarding schools, the District People's Committee requires them to publicly disclose their full commitment to educational and training quality, facilities, tuition fees, other fees, and the methods and timelines for implementation.
"All fees must be fully and publicly announced in writing to parents and students by the relevant units; the school's finance department will collect the money and issue receipts and invoices to each student, not assigning teachers to directly collect or disburse money, and at the same time fully implement all financial management regulations," the leader of the District 1 People's Committee emphasized.
