The Ministry of Education and Training has just issued Official Dispatch No. 5215/BGD&DT-GDPT dated September 3, 2025 guiding the invitation of experts, artisans, artists, coaches, and athletes to participate in educational activities in general schools.
Ensuring publicity, transparency and efficiency
The issuance of the above document aims to concretize Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, which requires "education to ensure harmony between national and elite, comprehensive and specialized, national and global; develop education on the basis of culture and traditional values of the nation".
This is also an activity of the Ministry of Education and Training to implement Directive 17/CT-TTg dated June 6, 2025 of the Prime Minister on organizing 2 sessions/day of teaching and organizing summer activities for children and students, in which the goal of 2 sessions/day of teaching is to improve the quality of comprehensive education in ethics - intelligence - physical fitness - aesthetics, build a healthy, safe and beneficial educational environment, meeting the requirements of the new general education program.
Previously, the Ministry of Education and Training issued Official Dispatch No. 4567/GD&DT-GDPT dated August 5, 2025 on instructions for teaching 2 sessions/day for primary, secondary and high schools, in which instructions were given to focus on improving the quality of comprehensive educational activities on Morality - Intelligence - Physicality - Aesthetics for students.
However, to mobilize many social forces to participate in schools, especially inviting experts, artisans, artists, coaches, and athletes to participate in educational activities in general schools, specific guidelines are needed to unify the purposes, requirements, conditions, etc. and implementation processes to ensure publicity, transparency, and effectiveness in organizing activities; suitable to the actual conditions of the locality, school, and the psychology of students; not causing overload for students and related parties.
Enrich teaching and learning activities, promote comprehensive education
The document was issued with specific instructions to create conditions for students to study and experience ideological, traditional, ethical, physical, aesthetic, career education, and soft skills education activities through the participation of experts, artisans, artists, coaches, and athletes to enrich teaching and learning activities, contribute to improving students' qualities and abilities, and promote comprehensive education.
The above document is also the basis for connecting schools with the art community, traditional crafts, cultural and social organizations; contributing to teacher training through activities combining teaching and professional activities with experts, artisans, artists, coaches, and athletes.
In addition, the guidance document of the Ministry of Education and Training helps ensure that the organization of educational activities with the participation of experts, artisans, artists, coaches, and athletes is carried out seriously, effectively, and in compliance with legal regulations and school regulations; at the same time, promoting the participation of local authorities and social forces to build a harmonious and sustainable education system, combining national and elite, comprehensive and specialized, national and global.
Diverse forms of organization
According to the guidance document of the Ministry of Education and Training, for subjects and educational activities specified in the General Education Program that are organized to be taught in the first session: schools can invite experts, artisans, artists, coaches, and athletes to participate in teaching according to lessons or topics to ensure the school's educational plan, subject plan, educational activities, and meet the requirements as prescribed.
For enrichment activities, experiences, art clubs, sports, life skills, cultural exchanges... organized in the second session: the school can invite experts, artisans, artists, coaches, athletes to participate in educational activities according to the school's approved educational plan.
The Ministry of Education and Training also noted the need to diversify organizational forms: organizing seminars, workshops, training sessions, performances, competitions, traditional craft exchanges, etc.; associated with the goal of comprehensive education and developing students' qualities and abilities through training, skill training, and imparting practical experience in culture, arts, sports, lifestyle, and ethical values to help create a flexible space to connect students with reality, develop talents, and inspire learning.

4 groups of experts, artisans, artists, coaches, and athletes are given priority to invite
According to the guidance document of the Ministry of Education and Training, schools need to have specific plans suitable to the practical conditions of the school regarding the need to invite experts, artisans, artists, coaches, and athletes.
There is consensus among the participating forces; when signing a contract, it is necessary to discuss and agree on viewpoints, content, programs, methods, pedagogical style, regulations, and rules of the industry and educational institution, and ensure standards and conditions for experts, artisans, artists, coaches, and athletes according to regulations;
There is a clear and transparent coordination and financial mechanism to ensure effective, stable and sustainable implementation.
For experts, artisans, artists, coaches, athletes, the official dispatch of the Ministry of Education and Training clearly states the requirements: good qualities, achievements, prestige; ability to communicate, experience and pedagogical skills appropriate to the age of students. In particular, the school gives priority to inviting:
- Experts and scientists with high professional qualifications, degrees and certificates appropriate to the industry or industry group; have practical experience and professional reputation in related fields; have achievements and recognized research works.
- Artisans and artists who have achieved titles conferred by the State or have won awards at the ministerial or provincial level or higher or from professional associations; have contributions recognized by professionals and the public.
- Coaches have a diploma or coaching certificate issued by a competent authority or have achievements in coaching athletes to win awards in high-performance sports tournaments; have practical experience in coaching and training.
- Athletes who have achieved level 1 athlete level or higher or have won medals and prizes in high-performance sports tournaments.
Regarding the coordination mechanism, the document clearly states: school teachers play the role of leading and managing the classroom. Experts, artisans, artists, coaches, and athletes play the role of providing specialized knowledge, specific abilities, and practical experience to supplement and support school teachers in organizing educational activities to ensure output standards. The coordination mechanism must be clearly demonstrated through the assignment of tasks, professional exchange, management, use of facilities, teaching equipment, and evaluation of coordination effectiveness.
Regarding finance, the Ministry of Education and Training guides: using the state budget according to the approved estimate; at the same time mobilizing and using legal socialized resources. Payment must be public, transparent and implemented according to the labor contract ensuring the provisions of the law, which clearly stipulates the rights and obligations of the parties, the implementation time and remuneration (if any).
Need to issue standards, criteria, and incentive policies
The Ministry of Education and Training requires the Departments of Education and Training to proactively advise the People's Committees of provinces and cities to implement many solutions, including: developing and promulgating standards, criteria, and remuneration policies for invited experts, artisans, artists, coaches, and athletes in accordance with the practical situation of the locality and legal regulations; encouraging and facilitating the socialization and mobilization of legal resources from the community, businesses, and social organizations to participate in accordance with the provisions of law.
The Ministry of Education and Training also directed the Departments of Education and Training to: develop a coordination program between the education sector and agencies, cultural, artistic, sports, organizations, and local authorities to mobilize talented people outside of the teaching force to participate in teaching and training in general education institutions; develop a pilot implementation model, evaluate, report, draw lessons and replicate locally; establish a database and organize training on basic pedagogical skills, appropriate to the age of students according to the grade level for experts, artisans, artists, coaches, and athletes before participating in teaching.
The document also guides general education institutions and universities, research institutes with general schools to implement professional procedures to invite experts, artisans, artists, coaches, athletes according to the co-teaching and guest-lecturing mechanism to ensure the code of conduct, safety and quality and efficiency. In particular, schools need to survey the actual needs of students and parents and develop school plans, specific teaching plans suitable to the practical conditions of the school to sign contracts and be responsible for publicly announcing to parents of students the revenues and expenditures related to inviting experts, artisans, artists, coaches, and athletes.
Is the basis for mobilizing talented people outside the teaching force to participate in teaching.
The promulgated document creates conditions for localities, universities, and research institutes (with general schools) to proactively build and perfect educational mechanisms within their authority; creates conditions for general educational institutions to diversify teaching and learning methods and organize educational activities, and mobilize the participation of social forces in educational activities to improve the quality of comprehensive education.
The content of the guidelines for inviting experts, artisans, artists, coaches, and athletes to participate in educational activities in general schools is the basis for localities to prioritize and promulgate policies and coordination programs between the education sector and agencies, cultural, artistic, sports, organizations, and local authorities; thereby, mobilizing talented people outside the teaching force to participate in teaching and training in educational institutions.
This is also the basis for developing and submitting to the Provincial People's Council for promulgation a Resolution specifying the mechanism, policies, and funding for implementing the policy of inviting experts, artisans, artists, coaches, and athletes to participate in educational activities in general education institutions; ensuring resources for regular, stable, and long-term implementation.
