Accordingly, after numerous meetings to resolve outstanding issues and obstacles in projects using public investment capital and projects not using the Ho Chi Minh City budget, the Task Force directed the resolution and removal of difficulties for three real estate projects, including: the Song Viet Complex Project, the social housing construction project of VTHouse JSC and Tam Giao JSC, and the project of Suntory Pepsico Vietnam Beverage Company Limited.

Currently, there are still 12 projects being reviewed and implemented by departments and agencies as directed by the Ho Chi Minh City People's Committee, including: the project at 3A - 3B Ton Duc Thang (District 1), the Le Thanh Tan Tao 2 Apartment project, the Tam Dai Thanh low-rise housing project, the commercial, service, office and apartment complex on Ba Thang Hai Street (District 11)...

Furthermore, with 41 projects failing to meet the land use rights requirements for commercial housing projects, the Ho Chi Minh City People's Committee has instructed the Department of Planning and Investment to work with and inform investors to consider proposing changes to the project's objectives, shifting from commercial housing construction to social housing construction or to conducting a bidding process to select investors for commercial housing projects.

Many social housing projects in Ho Chi Minh City are facing numerous obstacles.

Regarding the removal of obstacles for real estate projects, the Ho Chi Minh City People's Committee also reported on the results of implementing the requirements requested by the Prime Minister 's Task Force concerning 30 recommendations on social housing, renovation and reconstruction of old apartment buildings, and commercial housing. Of these, 18 recommendations have received guidance from relevant ministries and agencies, while the remaining 12 are still under consideration. In addition, 9 new recommendations have been added by Ho Chi Minh City departments and agencies.

To date, the Ho Chi Minh City People's Committee has clarified the obstacles and directed the resolution of 16 projects. For the remaining 20 projects, relevant departments and agencies are continuing to review the legal aspects to consider resolving each case individually.

Regarding social housing projects, the Ho Chi Minh City People's Committee stated that there are still obstacles affecting the progress of 8 projects, including the use of the 20% land allocation.

According to regulations, when the State uses 20% of the land allocated to commercial housing projects to build social housing using budget funds, the project investor must invest in the construction of technical infrastructure before handing over the land. Afterward, the investor will be reimbursed for compensation costs and infrastructure investment costs for this 20% of land, or the cost will be offset against the project's financial obligations.

However, although regulations stipulate the reimbursement of these costs to the investor, there are no specific guidelines on the unit responsible for assessing the costs, the method of receiving land funds, and payment. Therefore, the Ho Chi Minh City People's Committee has requested the Ministry of Construction to provide detailed guidance for implementation.

Two projects currently facing difficulties are the 28-hectare residential area in Nha Be district and the 12.3-hectare commercial residential area in Tan Nhut commune, Binh Chanh district. The remaining six projects are currently facing difficulties regarding allocating 20% ​​of the land within the project for social housing construction.

Therefore, the Ho Chi Minh City People's Committee proposes that the working group collaborate with relevant ministries and agencies to allow projects, when implementing or adjusting investment approvals, to fulfill their social housing obligations as previously approved by the Ho Chi Minh City People's Committee.
