In Khanh Hoa , many Build-Transfer (BT) projects have been identified by the central government as having numerous shortcomings during implementation, from investor selection, project appraisal and approval, contract signing to final settlement. Currently, the local authorities, together with central agencies, are focusing on solutions to resolve these issues for each project, aiming to unlock resources and avoid prolonged waste.
According to the Department of Finance's report, the implementation of Government Resolution No. 16/2026 dated April 7, 2026, on mechanisms and policies to remove difficulties and obstacles for BT projects is being focused on by relevant agencies and units.
Specifically, among the 18 BT projects, 3 projects are awaiting implementation based on the conclusions of the investigation agency and the court's judgment; 4 projects use public assets to pay investors; 10 projects use land funds to pay investors; and 1 project belongs to the group whose contract has been suspended.

Regarding the group of projects related to the former Nha Trang airport area, some projects are currently awaiting the results of the appellate court proceedings and the plan for arranging and handling the land and buildings belonging to the Ministry of National Defense before transferring them to local authorities for socio-economic development.
Specifically, the project for roads and intersections connecting to Nha Trang airport has been temporarily suspended due to the lack of land handover. For the group of projects using public assets to pay investors, the units have basically agreed on the amendments and additions to the contracts; at the same time, they are reviewing the boundaries, area, value of the land fund for payment, and the project settlement plan.
Several projects, such as the Vocational College (phase 1), the Medical College (phase 1), and the antenna tower and headquarters of Khanh Hoa Radio and Television Station (projects already completed), are currently undergoing expedited contract addendums by the parties involved.
For projects using land funds to compensate investors, many have basically agreed on a solution. Specifically, the Road No. 4 Project (section from Road No. 6 to Road No. 23) west of Le Hong Phong Street has been approved to switch the payment method from land funds to state budget funds because the land at the former Nha Trang airport has not yet been handed over to the local authorities.
Concluding the meeting, Mr. Tran Hoa Nam requested relevant departments and units to urgently review and complete legal documents, and expedite the signing of contract addendums for each project; at the same time, strengthen coordination between relevant agencies to definitively resolve outstanding issues, especially regarding land valuation, payment methods, and project settlement, ensuring a balance of interests between the State and investors.
