This morning, at the nationwide online conference on election implementation, Lieutenant General Nguyen Van Gau, Deputy Minister of National Defense, stated that, based on the number of military delegates allocated by the National Assembly Standing Committee to run for the 16th National Assembly, the Ministry of National Defense has directed a 100% political review of all candidates and organized confidence votes in accordance with regulations for all 31 military officers running for election, achieving a 100% confidence vote rate.
All 34 provinces and cities have military personnel running for election to the People's Councils at all levels. Of these, 12 provinces and cities have two candidates each, while the remaining 22 provinces and cities have one candidate each. Specifically, 3,038 military personnel at the commune level are running for election to the commune-level People's Councils.

The Ministry of National Defence has directed agencies and units throughout the armed forces to constantly monitor the situation, especially in key areas – airspace, sea areas, borders, inland areas, and cyberspace; proactively develop and practice plans to avoid being caught off guard; supplement and improve the system of operational documents; and prepare sufficient forces, equipment, and a synchronized and uninterrupted communication system, ready to handle any situation.
The Deputy Minister stated that the Army maintains strict duty rosters and combat readiness throughout the armed forces, coordinating closely with other forces to ensure absolute safety for the election.
The armed forces will organize well to ensure that officers, soldiers, workers throughout the military, and militia participate in voting, guaranteeing the earliest possible completion time and the highest possible results.
The feature for voting elsewhere on VNeID has been fully implemented.
Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, stated that all security and order situations related to the election process have been thoroughly monitored, various types of individuals are being closely controlled, and potential risks and factors are being proactively detected and dealt with early, remotely, and at the grassroots level, preventing any unexpected or passive responses. As of now, all security and order situations related to the election are under absolute control.
The process of reviewing and verifying candidates was carried out in accordance with regulations, closely following the election preparation process to promptly advise and coordinate with the National Election Council, and recommend to the Election Committees at all levels solutions for cases that do not meet the required standards. Cybersecurity, information security, and communication security were implemented vigorously.

To date, the forces have promptly neutralized thousands of online sources engaging in subversive activities, defamation, undermining the reputation of Party and State leaders, attacking law enforcement activities of functional agencies, and disrupting elections...
Regarding the deployment of information technology applications to serve the organization of elections, the Ministry of Public Security has issued regulations on the exploitation and use of the National Population Database and VNeID in compiling voter lists, printing voter cards, deploying voter management software, and coordinating training for localities nationwide on election work.
To date, 3,320 out of 3,321 commune-level units, wards, and special zones have applied the software to the process of compiling voter lists (excluding the Hoang Sa Special Zone).
The units have allocated voters to polling areas using the software system for over 78.5 million eligible voters, achieving a turnout rate of 99.48%.
The number of voters whose names have not been updated is mainly due to cases where voters have passed away but their families have not yet completed the death registration procedures, or cases where voters are in the process of adjusting or changing their polling place and have not yet been added to the list in the new electoral units.
The Ministry of Public Security has closely coordinated with the National Assembly Office to connect the election information website with the electronic identification and authentication system, integrating login using VNeID accounts from December 17, 2025, and to date there have been over 220,000 logins.
The election information portal connects to the National Population Database so that candidates can access information to automatically fill out the application form; to date, it has received over 441,000 requests for access.
The Ministry has developed a function to synchronize candidate information for public display on the VNeID application. In addition, the Ministry of Public Security has issued guidelines on the process of issuing certificates for voters to participate in electronic voting from other locations and has completed the development of the "vote from other locations" feature on VNeID.
The Deputy Minister of Public Security emphasized that, to date, the security and order situation has been basically tightly controlled. Potentially complex issues in strategic areas related to disputes and complaints have also been tightly controlled. The security and safety environment nationwide has been strengthened, ensuring the highest level of readiness for the election.
