4,800 MW of LNG power in Hai Phong will be implemented in the period 2025 - 2030

The Ministry of Industry and Trade added a note that the Hai Phong LNG Power Project Phase II, with a capacity of 3,200 MW, can be accelerated to the 2025-2030 phase according to the needs of the power system. Phase 1 has a scale of 1,500 MW.

Although it is Sunday (April 13, 2025), the Ministry of Industry and Trade still has urgent Official Dispatch No. 2588/BCT-DL related to completing the content and draft of the Prime Minister's Decision on Adjusting the Power Plan VIII.

Accordingly, regarding the LNG Power Project located in Hai Phong , in Document No. 2406/BCT-DL dated April 5, 2025, the Ministry of Industry and Trade reported in detail and proposed to add the Hai Phong LNG Power Project Phase I, with a capacity of 1,600 MW to operate in the 2025-2030 period and Hai Phong LNG Phase II, with a capacity of 3,200 MW to operate in the 2031-2035 period in accordance with the proposal and commitment of the Hai Phong City People's Committee in Document No. 583/UBND-XD2 dated March 26, 2025.

In urgent dispatch No. 2588/BCT-DL, to promote the implementation of projects, put the base power sources into operation before 2030, and immediately meet the load in the Northern region, the Ministry of Industry and Trade added a note to the Hai Phong LNG Power Project Phase II that it is possible to push the progress to phase 2025-2030 according to the needs of the power system.

Thus, it can be understood that in the period of 2025-2030, LNG power projects in Hai Phong can come into operation with a total capacity of 4,800 MW.

Also in Official Dispatch 2588/BCT-DL, the Ministry of Industry and Trade said that in Official Dispatch No. 2208/BCT-DL dated March 30, 2025, the Ministry reported to the Prime Minister the proposal of the People's Committee of Da Nang City on adding the Hoa Ninh LNG Power Project to the Adjustment of Power Planning VIII.

Accordingly, it was proposed to consider including the Hoa Ninh LNG Power Project Phase 1, with a capacity of 1,500 MW, in the list of reserve development projects in the Adjustment of Power Plan VIII and only be implemented when approved by competent authorities.

In addition to LNG power projects, for renewable energy projects, the Ministry of Industry and Trade said that it has reviewed and fully synthesized proposals from localities in the draft approval decision, ensuring complete compliance with the capacity structure of each type of power source approved by the Appraisal Council, the Government Standing Committee and in accordance with legal regulations on planning.

During the planning process, the Ministry of Industry and Trade will regularly review and report to the Prime Minister on the development of power sources to promptly propose adjustments and supplements to the planning to suit the actual implementation situation to compensate for other power sources in the area that are behind schedule or have sudden increases in load.

Regarding the list of hydropower projects with a capacity of less than 50 MW, the Ministry of Industry and Trade also said that it has reported and made detailed recommendations on the proposal of a list of small hydropower projects with adjusted capacity and progress, and a list of hydropower projects with a capacity of 30 MW to less than 50 MW in the draft Decision on approval.

Specifically, implementing the Government's direction, the Ministry of Industry and Trade has eliminated the list of small hydropower plants with adjusted capacity and progress and the list of hydropower plants from 30 MW to under 50 MW connected at 110 kV voltage level in the draft Decision on approval, ensuring full compliance with the provisions at Point b, Clause 1, Article 4 of Decree No. 56/2025/ND-CP.

The Ministry of Industry and Trade has also reviewed, updated and completed the draft Decision approving the Adjustment of the VIII Power Plan of the Prime Minister according to the instructions. At the same time, it proposed that the Prime Minister consider and approve the Adjustment of the VIII Power Plan with the main contents stated in the draft Decision submitted.

Previously, in document No. 3082/VPCP-CN, the Ministry of Industry and Trade was assigned to carefully review the directives of the Government Standing Committee and the Prime Minister, complete the Adjustment of Power Planning VIII to submit to the Prime Minister for consideration and decision to issue before April 15, 2025.

The Ministry of Industry and Trade also said that after the Adjustment of Power Planning VIII is approved, the Ministry will soon issue a plan to implement the planning in accordance with the provisions of the planning law for immediate implementation and will organize work with localities, assess the capacity and commitment of investors according to their authority, to propose solutions.
