On August 27, 2025, the working delegation of the Ministry of Science and Technology worked with the Department of Science and Technology at the Dong Thap Provincial Public Administration Service Center and Dao Thanh Ward to grasp the situation, record results, and remove difficulties and obstacles in the implementation of Resolution 57/NQ-TW, Decree 132/2025/ND-CP and Decree 133/2025/ND-CP.

According to the report of the Department of Science and Technology of Dong Thap province, from July 1, 2025, immediately after the two-level government officially operated, the Department proactively and urgently advised the Provincial People's Committee to implement Decree No. 132/2025/ND-CP and Decree No. 133/2025/ND-CP of the Government to ensure unified and synchronous management in performing state management tasks in the field of science and technology.

Telecommunications infrastructure, mobile information transmission and reception stations and broadband internet fiber optic cables continue to improve service quality. 100% of communes and wards have broadband internet fiber optic cables. 3G and 4G networks cover 100% of residential areas; 5G networks have been deployed by VNPT and Viettel in some locations in My Tho, Cao Lanh, Sa Dec, etc. There are no signal depressions in the province.
The National Public Service Portal recorded that Dong Thap province has 2,050 administrative procedures (AP), of which 834 APs are eligible to provide full-process public services; 578 APs have provided full-process online APs and 1,171 APs have provided partial online APs.
Administrative procedures are standardized, integrated, and provide centralized public services on the National Public Service Portal; at the same time, the provincial-level administrative procedure handling system is gradually upgraded and developed to ensure meeting digitalization requirements, allowing the implementation of administrative procedures regardless of administrative boundaries.

The provincial administrative procedure settlement information system has completed integration, connection, and data sharing with the National Public Service Portal, National Population Database, National Civil Status Database, Judicial Records Database, Interconnected Public Service Software, and other database information systems serving the settlement of administrative procedures according to Central regulations.
Dong Thap province currently has 1,934 community digital technology teams (CNSCĐ) with 15,617 members, established in communes, wards, hamlets, and villages. CNSCĐ teams have played a pivotal role in disseminating and guiding people, business households, and cooperatives to access and use digital platforms, online public services, electronic payments, and technology applications in production and life. In addition, CNSCĐ team members have actively supported the digitization of records, implemented the "Digital Education for All" movement, contributing to raising digital awareness among people and promoting comprehensive digital transformation from the grassroots level.

Along with the achieved results, the operation of the two-level government model in the province still faces difficulties due to the uneven quality of commune-level officials in terms of capacity, experience, and expertise; lack of specialized personnel in some fields; limited facilities and information technology infrastructure at the Commune-level Public Administration Service Center; currently, at the commune and ward level, the human resources in charge of digital transformation are still lacking and weak or inexperienced...
Information technology equipment at the People's Committees at the commune level and the Public Administration Service Center at the commune level has just been rearranged and re-equipped at a basic level to serve the work of solving problems. Currently, the units are continuing to purchase and add more equipment to suit the activities of the agencies and units....
In terms of awareness, some communes and wards still have limited understanding of the fields of radiation safety, innovation, digital transformation and startups, leading to confusion in coordination. Human resources specializing in science and technology, innovation and information technology at the commune level are still lacking and weak; new staff do not have practical experience. The ratio of online applications compared to the total number of applications processed is still low, people are still hesitant to submit applications online; many organizations and individuals do not fully understand the online application submission process, so they prefer to submit directly at the one-stop department.

Representing the working delegation, Mr. Tran Manh Tuan, Deputy Director of the Radio Frequency Department, acknowledged the province's efforts in implementing the new model. At the same time, he requested that the Department of Science and Technology focus on completing reports in each specific field, developing a plan to advise the Provincial People's Committee, and proposing appropriate solutions to remove difficulties and obstacles that the locality is facing when implementing the two-level local government model.
Regarding the difficulties and problems in the process of operating the two-level local government in the field of science and technology in Dong Thap province mentioned above, representatives of specialized units of the Ministry of Science and Technology directly discussed and answered specific questions about the contents of local decentralization and delegation of authority. At the same time, they guided localities in implementing regulations and professional processes, shared practical experiences, and committed to accompanying and supporting localities in implementing the two-level government model to ensure smooth and effective science and technology activities.
