On the afternoon of August 27, the Ministry of Home Affairs solemnly held the Ceremony to celebrate the 80th anniversary of its founding (August 28, 1945 - August 28, 2025) and the 1st Patriotic Emulation Congress (2025-2030). This is a meaningful event, reviewing the glorious 80-year journey and expressing gratitude to generations of leaders, cadres, civil servants, public employees, and workers in the Home Affairs sector.

Attending the ceremony were General Secretary To Lam; former Politburo member, former National Assembly Chairwoman Nguyen Thi Kim Ngan, former Minister of Labor, War Invalids and Social Affairs.

Also attending the ceremony were Politburo members: Secretary of the Party Central Committee, Head of the Party Central Committee's Organization Commission Le Minh Hung; Secretary of the Party Central Committee, Head of the Party Central Committee's Internal Affairs Commission Phan Dinh Trac; Permanent Deputy Prime Minister Nguyen Hoa Binh; Permanent member of the 14th Party Congress Document Subcommittee Nguyen Van Nen; Senior General Phan Van Giang, Minister of National Defense; Senior General Luong Tam Quang, Minister of Public Security.

Party Central Committee Secretary, Chief of the Party Central Committee Office Le Hoai Trung; Party Central Committee members: Vice Presidents of the National Assembly Nguyen Khac Dinh, Nguyen Thi Thanh, Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son, Deputy Prime Minister Le Thanh Long; leaders of departments, ministries, branches, socio-political organizations; embassies, international organizations; leaders of the Ministry of Home Affairs, Ministry of Labor, War Invalids and Social Affairs through the periods attended the Ceremony.

At the ceremony, the Ministry of Home Affairs was honored to receive congratulatory flower baskets from General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and Standing member of the Secretariat Tran Cam Tu.

Speaking at the ceremony, General Secretary To Lam emphasized that over the past 80 years, from the early days of nation building, the country's administrative system has faced countless difficulties and challenges, with different names and many changes from the Ministry of Home Affairs in the Provisional Government of the Democratic Republic of Vietnam to the current Ministry of Home Affairs, the Home Affairs sector under the leadership of the Party, the Government, and the support of the people has accompanied the country through a journey of nearly a century to affirm its mettle, efforts, and specific and direct contributions to the country and the people.

The General Secretary affirmed that, regardless of the period - wartime or peacetime, construction or renovation - the Home Affairs sector is always a steadfast, dedicated, and creative force, directly contributing to building national governance and caring for social security.

On behalf of the Party and State leaders, General Secretary To Lam respectfully acknowledged and expressed gratitude for the contributions of generations of leaders and officials of the Home Affairs sector through the ages. From General Vo Nguyen Giap, Mr. Huynh Thuc Khang, President Ton Duc Thang, other outstanding Ministers... to the officials and civil servants today - all have left behind a spiritual legacy, valuable experience and glorious tradition for the Home Affairs sector.

The General Secretary commended and highly appreciated the contributions and efforts of all cadres, civil servants, public employees and workers in the Home Affairs sector over the past 80 years; was proud to have a team of loyal, creative and devoted Home Affairs cadres for the Party, the country and the people; and always respected and expressed gratitude for the sacrifices and contributions of those who have devoted their youth and their lives to the glorious cause.

The General Secretary shared that our country is entering a new development phase with many great opportunities but also many intertwined challenges. After 40 years of renovation, our country has achieved great achievements, but there are still many challenges when the middle-income trap still exists, the golden population era is about to pass, labor productivity has improved a lot but is still low compared to other countries in the region and the world. The time fund to realize the great goal of celebrating the 100th anniversary of the founding of the Party and the 100th anniversary of the founding of the country is not much but there are many tasks to worry about and take care of.

The General Secretary emphasized that we do not have much time left; either we must break through to realize our aspirations for greatness, or we will fall behind and miss the historic opportunity. With the country's particularly important position and role, more than ever, the Home Affairs sector needs to continue to unite, join hands, be unanimous, act more decisively and effectively, and constantly proactively innovate. The Home Affairs sector identifies its mission in creating development, caring for social security, working with the Party and State to care for the happiness of the people, and making efforts to contribute to building a national administration that is service-oriented, democratic, rule of law, modern, effective, efficient, and manages social development fairly and sustainably, so that no one is left behind.

To realize that aspiration, the General Secretary requested the Ministry of Home Affairs and the entire sector to focus on perfecting institutions on state administration, public service, civil servants, and social policies; the administration must truly be an administration serving development, creating space for development, so that all levels of government can best promote their capacity, creating momentum for innovation, creation, and strong and sustainable development.

The Home Affairs sector continues the revolution of streamlining the apparatus, consolidating and enhancing the achievements; needs to be closely connected with reality, promptly identify difficulties and obstacles, and provide guidance on overcoming them; proactively advise on innovating the organizational structure, working methods, and operating mechanisms so that the two-level local government apparatus operates smoothly, synchronously, effectively, and better serves the people and businesses, especially creating breakthroughs for socio-economic development.

The Ministry of Home Affairs needs to build a streamlined, high-quality team of cadres and civil servants, equal to the task; promptly advise the Government to restructure the team of cadres and civil servants, screen and eliminate weak, irresponsible, negative, corrupt, and insensitive cadres; need to have outstanding preferential policies to attract and retain talented people, have effective mechanisms to foster and develop talented people, and protect those who dare to think, dare to do, and dare to take responsibility for the common good. We must always keep in mind Uncle Ho's teachings: "Cadres are the root of all work."

The General Secretary requested that the Home Affairs sector promote its central role in advising and implementing social security policies to ensure comprehensiveness, coverage and effectiveness; continue to advise on perfecting the multi-layered, flexible and modern social security system, developing a dynamic and effective labor market; continue to reform wage policies and social insurance policies so that this is truly a safe support for workers. For those who have contributed to the revolution, continue to implement care policies so that they and their families have a standard of living "equal to or higher than that of the people in their place of residence." That is not only morality but also responsibility and conscience of the current generation with the glorious past of the nation. Do not let those who have contributed and their relatives wait because of rigid procedures and processes, so that there are cases where we no longer have the opportunity to express our gratitude or have to regret because the gratitude is not as complete and thoughtful as we wish.

The General Secretary noted that we should continue to deeply innovate the emulation and reward work to truly create widespread emulation movements with great impact, arousing the desire to contribute in the new era of development. Historical practice has proven that patriotic emulation is not about noise and appeals, but the success of emulation movements lies in urging people's hearts, creating excitement, permeating and penetrating into the hearts and minds, becoming very natural thoughts and actions as a way of life.

The General Secretary looks forward to outstanding emulation movements in the coming period so that we can see the new Song Duyen Hai, Gio Dai Phong, Co Ba Nhat... in the new era of development. The General Secretary hopes that the Ministry of Home Affairs will pioneer digital transformation, administrative reform, become a model in the system; must take the lead, reach the finish line early in building a digital Ministry of Home Affairs, a digital Home Affairs sector. Public administrative services must be provided on a digital platform, convenient, economical, transparent, serving the people effectively, taking people's satisfaction as a measure, reducing all inconveniences for people and businesses.

In addition, the Ministry of Home Affairs needs to take the lead in synchronously and effectively implementing key and breakthrough tasks, closely following important Resolutions of the Politburo such as Resolution No. 57, Resolution No. 59, Resolution No. 66, Resolution No. 68.

With the glorious tradition of the past 80 years, the General Secretary believes that the Ministry of Home Affairs and the Home Affairs sector will definitely complete all tasks assigned by the Party, Government and people, continuing to be the pioneer and core force in providing strategic advice to the Party and Government on building and perfecting institutions, creating a state administration and social security in the new era of development.

On this occasion, on behalf of the Party and State leaders, General Secretary To Lam awarded the First Class Labor Medal to the Ministry of Home Affairs for its outstanding and outstanding achievements in advising on the implementation of the reorganization of the state apparatus, administrative units at all levels and the organization of a two-level local government model, contributing to the construction and development of the country.

Also at the ceremony, Permanent Deputy Prime Minister Nguyen Hoa Binh awarded the First Class Labor Medal to the Department of Organization and Personnel, the Department of Local Government, the Department of Civil Servants and Public Employees; the Second Class Labor Medal to the Department of Administrative Reform, Ministry of Home Affairs./.
