The Ministry of Public Security has expanded the implementation of electronic ownership transfer transaction authentication for vehicle registration in some localities via VNeID accounts.

Accordingly, the Ministry of Public Security has expanded the implementation of electronic ownership transfer transaction authentication for vehicle registration in the following localities: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Cao Bang, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh and Binh Dinh on the Ministry of Public Security's Public Service Portal.

Specifically, receiving electronic ownership transfer transactions for vehicle name change on the Ministry of Public Security's Public Service Portal is carried out in 4 steps:

Step 1: The vehicle owner (seller) logs into the Ministry of Public Security's Public Service Portal using a level 2 VNeID account to declare ownership transfer information in the vehicle repossession procedure.

Step 2: The Public Service Portal sends confirmation information to the VNeID of the seller, co-owner (if any), and buyer so that the relevant parties can confirm the transaction.

Step 3: The Public Service Portal sends information to citizens to carry out the recall procedure; sends information to the vehicle registration system to carry out the recall process and the electronic tax system to pay the registration fee.

Step 4: The buyer declares information and carries out vehicle registration procedures (data generated during the process of repossession and payment of registration fees is reused, people do not have to re-provide existing data).

The authentication of information for vehicle ownership transfer is used as a component of the vehicle profile for the procedures of revocation, payment of registration fees, and vehicle registration. The vehicle registration officer is responsible for checking and uploading the authentication data for vehicle ownership transfer on the vehicle registration system for management.
