(Chinhphu.vn) - According to the Ministry of Justice, there are five outstanding points regarding legal work in the conclusions of General Secretary To Lam, Head of the Central Steering Committee on institutional and legal improvement, at the first quarter 2026 meeting of the Standing Committee of the Steering Committee.

Firstly, the Standing Committee of the Steering Committee agreed with the proposal to expand the scope of the Project "Strategy for perfecting the Vietnamese legal system in the new era" to include the content of the Judicial Reform Strategy.

Secondly, it is necessary to promptly finalize policies, laws, and effective implementation mechanisms to enable individuals and household businesses to develop into small and medium-sized enterprises (SMEs); SMEs to develop into large enterprises; and large enterprises to become corporations on par with regional and international standards, legitimately enriching their families and businesses, and contributing to the country's strong and prosperous development.

In particular, attention should be paid to mechanisms and policies supporting small and medium-sized enterprises (SMEs), individual businesses, and household businesses; appropriate mechanisms should be in place to avoid creating a financial burden for SMEs, individual businesses, and household businesses in accessing and implementing legal regulations, and legal support should be strengthened for these entities.

Thirdly, the Party Committee of the Government directed the implementation of the policy to improve the state management apparatus towards unifying it under a single authority from the central to local levels regarding food safety; and to develop a specific plan to be submitted to the Politburo in April 2026.

Fourth, in 2025, the "bottlenecks" caused by legal regulations were fundamentally addressed; out of 317 complaints and recommendations requiring action in 2026, 159/317 (50.2%) concerning difficulties and obstacles in implementing legal documents were resolved in just over the first two months of the year.

Fifth, the Standing Committee of the Steering Committee requested that relevant agencies continue to strongly innovate their thinking on lawmaking and implementation, making institutions and laws a competitive advantage and a driving force for development.
