The Congress is a significant political event for the Youth Union, a grand celebration for young people nationwide. It is not only an occasion to summarize a term, but also a crucial milestone in establishing the vision, goals, and tasks of the Youth Union in the new phase, promoting the pioneering role of youth, and looking towards historical milestones: the 100th anniversary of the founding of the Communist Party of Vietnam (1930) and the 100th anniversary of the founding of the Ho Chi Minh Communist Youth Union (1931).
Key highlights
The 2022-2026 term witnessed many important innovations in the work of the Youth Union and the youth movement, with outstanding results in all aspects of work. In particular, despite a shortened term and significant organizational changes, the entire Youth Union still completed and exceeded all 12 targets set.
According to the assessment of the 12th Central Committee of the Youth Union, one of the most prominent hallmarks of the term was the strong innovation in propaganda and education work. While previously propaganda activities were mainly carried out using traditional methods, during the past term, the Youth Union proactively applied digital technology and effectively utilized social media platforms to reach young people.
Many modern media campaigns have achieved widespread reach and powerful effects throughout society, such as: "Peace is beautiful," "Social media is turning red," "Proud of Vietnam," etc. Among them, "Proud of Vietnam" attracted 10.8 billion views across digital platforms, was ranked by BuzzMetric as the most outstanding media campaign for two consecutive months (August and September 2025), and was also the largest media campaign during the 80th anniversary of National Day.

Furthermore, revolutionary action movements continue to affirm their role as an important practical environment for youth union members to train, contribute, and grow. In particular, the "Youth Volunteer" movement has been reformed in both content and methods of operation, while effectively promoting the "3 linkages" policy, creating a strong wave of volunteerism, attracting tens of millions of enthusiastic youth union members to participate in community activities. By the end of 2025, nearly 49 million youth union members had participated in volunteer activities organized by the Youth Union and Youth Association, far exceeding the set target.
Another highlight of the term was the strong fostering of creativity, digital skills, and technological mastery among young people. This is considered a distinctive feature of the 12th term, as digital transformation, innovation, and science and technology became areas of increasing interest and participation among young people. Many platforms and programs supporting scientific research and innovative startups were implemented, contributing to the formation of a dynamic youth generation that adapts quickly to the demands of the digital age.
The average age of the delegates was 31.7 years old. The youngest delegate was Truong Nguyen An Nhien, a student from Hue National High School for the Gifted, born in 2010. The Congress was also attended by two delegates representing Vietnamese youth abroad, from the Youth Union Committees in Laos and China.
Movements such as "Popular Digital Education" and "AI Popularization" have been widely implemented, aiming to cultivate a generation of young people with innovative thinking and the ability to adapt well to the digital age. The Youth Union has supported the implementation and realization of more than 156,000 ideas and initiatives from its members and young people, successfully exceeding the targets set for the term.
Youth support programs have also undergone significant changes. Instead of focusing solely on welfare activities or simple movements, the Youth Union has promoted solutions to support the comprehensive development of young people in terms of knowledge, skills, careers, employment, and integration capabilities. This new approach helps support activities become more in-depth and better meet the practical needs of young people in the new era.
Pioneering in key areas
Sharing information about the 13th National Congress of the Vietnam Youth Union, Mr. Nguyen Minh Triet, Alternate Member of the Central Committee of the Party, Permanent Secretary of the Central Committee of the Youth Union, and President of the Central Committee of the Vietnam Student Association, said that one of the very important contents of this Congress is to establish a revolutionary action movement and a program to support young people. Based on research and summation of the theory and practice of previous Congresses, the Central Committee of the Youth Union plans to submit to the Congress for consideration and feedback on the implementation of a revolutionary action movement throughout the Union called "Vietnamese Youth Pioneering in the New Era".
The movement is concretized by "5 pioneering initiatives," encompassing key areas including: pioneering in the development of science and technology, innovation, and digital transformation; pioneering in entrepreneurship, career development, and economic growth; pioneering in international integration; pioneering in volunteering for the community; and pioneering in participating in national defense and maintaining security and order. This is expected to become the central movement of the term, strongly inspiring the pioneering spirit, creativity, and aspiration for contribution among young people in the new stage of national development.

Alongside this is the "Comprehensive Development Program for Vietnamese Youth" covering three major areas: learning; physical training and development; and improving cultural and spiritual life.
To realize that strategic vision, the Congress plans to identify five major breakthroughs for the next term. The focus will be on strongly reforming the Youth Union's operational methods to suit the new organizational structure; supporting young people in enhancing their digital skills, artificial intelligence and science and technology application capabilities, contributing to the development of high-quality young human resources.
In addition, the Youth Union will promote solutions to support young people in starting and developing businesses, especially innovative startups linked to the development of the private economy; focus on building a team of Youth Union officials with strong political acumen, moral character, competence, prestige, pioneering spirit, exemplary conduct, close to young people, and grounded in the community, with particular emphasis on improving the quality of Youth Union officials at the commune, ward, and special zone levels. Another breakthrough task is to enhance the management, coordination, and organization capacity of volunteer activities for Youth Union officials, the Vietnam Youth Union, and the Vietnam Student Union at all levels, meeting the requirements of youth work in the new era.
The major goals and directions of the Ho Chi Minh Communist Youth Union for the next five years will be decided at the 13th National Congress of the Youth Union, aiming to strongly awaken the aspiration to contribute in each young person, promote the strength of solidarity of Vietnamese youth, and contribute to the rapid, sustainable, and prosperous development of the country in the new era.
The 13th National Congress of the Vietnam Youth Union will take place over two days (June 24th and 25th), with four working sessions. The solemn session of the Congress will be held on the morning of June 25th, broadcast live on Vietnam Television; reported online on the Union's newspapers and streamed live on the Union's digital platforms. The solemn session will include important contents, especially the guiding speeches of Party and State leaders; and the introduction of the Executive Committee, Standing Committee, and Secretariat of the Central Committee of the Vietnam Youth Union.
At the second working session, held on the afternoon of June 24th, the Congress will elect the Central Executive Committee of the 13th term of the Youth Union and hold discussions in five forums.
Forum 1: Vietnamese youth are independent, confident, self-reliant, strong, and proud of their nation.
Forum 2: Vietnamese Youth Pioneering in Science and Technology Development, Innovation, and Digital Transformation.
Forum 3: Vietnamese youth pioneer in entrepreneurship and business development, contributing to the country's economic growth.
Forum 4: Vietnamese Youth Ready for International Integration.
Forum 5: Innovating the content and methods of operation of the Ho Chi Minh Communist Youth Union in the new situation.
