
Japan provides 50 billion Yen in new-generation ODA to help Vietnam with its green transformation.
On March 18th, Vietnam and Japan held a workshop on next-generation ODA, with a loan of 50 billion Yen (equivalent to 320 million USD) aimed at supporting green transformation and climate change adaptation. Given that Vietnam's financing needs for green growth by 2030 are expected to reach nearly 69 billion USD, this loan is anticipated to provide significant additional resources and promote technological and policy cooperation with Japan.
Sharing specific details about the 50 billion Yen loan, Mr. Kobayashi Yosuke, Head of the JICA Office in Vietnam, said that the most significant difference of this new generation ODA loan is the shortened project formation time and loan disbursement time. The new loan is expected to be disbursed in 2026. Conventional ODA loans for infrastructure, due to various factors, often take many years from proposal to agreement. However, with this program, it will only take 8 months from the official request at the end of July 2025 to the initial agreement reached between the two governments .
This new generation of ODA will open up a market worth 50 billion Yen, combining financial incentives and investment from Vietnam with scientific and technological resources from Japan. The Vietnamese government and relevant organizations can use the loan and generated capital to implement specific business projects with Japanese enterprises, making policy implementation more effective and reliable.
According to Deputy Minister of Finance Tran Quoc Phuong, the 50 billion Yen loan will be based on three main pillars: supporting Vietnam in building financial and investment policy mechanisms to encourage economic sectors to invest in green projects and climate change adaptation projects; providing solutions to enhance businesses' access to green resources such as green bonds and green credit for project implementation; supporting Vietnam in effectively fulfilling international commitments such as green transition and greenhouse gas emission reduction; and supporting Vietnam in responding to climate change.
