"Bottlenecks" from practice
According to published data, the innovation capacity group of businesses in the province has 10 component indicators, but the results show an imbalance. The biggest highlight is the private sector's strong commitment to environmental protection and sustainable development, with two environmental action indicators exceeding the national median. This result clearly reflects the characteristics of Lam Dong's economic development model, with two key pillars: ecotourism and high-tech agriculture.
However, as many as 8 out of 10 component indicators are at a low level, with many indicators ranking at the bottom of the national ranking. Specifically, the percentage of businesses receiving clean technology support from the province is only 0.09%, the average level of digital solution usage is 1.10 points, and the rate of supply chain linkages with domestic private enterprises is only 22.68%, all ranking 34th out of 34 provinces and cities. Indicators such as the percentage of businesses with research and development (R&D) departments, business process improvement, and the percentage of businesses spending at least 3% of revenue on digital transformation are also at the bottom of the ranking.

According to the Department of Science and Technology, these limitations stem from several causes, including: a predominantly small and micro-enterprise structure; limited financial, managerial, and technology absorption capabilities; and an underdeveloped innovation ecosystem. Furthermore, there is a lack of institutions to support research, testing, and commercialization of technology; and ineffective data sharing and inter-sectoral coordination in monitoring and evaluating indicators.
Synchronizing breakthrough solutions to create new impetus for development.
To overcome bottlenecks and improve the BPI index in the coming period, Lam Dong province is fundamentally reforming its methods of supporting businesses in technology transfer and digital transformation. Simultaneously, the province is focusing on enhancing the internal capacity of businesses through the implementation of a technology innovation roadmap for key economic sectors such as deep processing and post-harvest preservation.

In terms of infrastructure, Lam Dong province is shifting the Techfest model from an event-based approach to a more in-depth one, aiming to establish seven incubators and innovation centers by 2030 to provide shared R&D infrastructure. The province is also proactively advising on the development of mechanisms to attract strategic investment into core technology institutions such as Big Data Centers in Da Lat or Duc Trong, agricultural innovation centers, and high-tech zones. Mechanisms for public procurement of technology products and the application of legal testing frameworks (sandboxes) are also being implemented to stimulate technology demand.
Ms. Pham Thi Nham, Deputy Director of the Department of Science and Technology, said: “We have advised the province to issue resolutions to remove bottlenecks in funding, clearly defining the content and expenditure levels for implementing science and technology (S&T) and innovation tasks, as well as supporting businesses in improving S&T capacity, commercializing research results, developing intellectual property, and supporting innovation businesses using state budget funds.”

Specifically, the focus will be on supporting approximately 300 businesses in applying science and technology and innovation; evaluating the effectiveness of application and replicating the model to enhance the science and technology capacity of businesses. In particular, the application of mechanisms and policies from Resolution No. 57-NQ/TW on breakthroughs in the development of science and technology, innovation, and national digital transformation, and Resolution No. 68-NQ/TW on the development of the private economy, aims to improve the province's BPI ranking and contribute to enhancing the endogenous capacity of businesses through supporting innovation.
