On the morning of December 14th, under the chairmanship of comrades Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation; Le Tien Lam, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; and Nguyen Quang Hai, Provincial Party Committee Member, Vice Chairman of the Provincial People's Council, the 24th session of the 18th term of the Thanh Hoa Provincial People's Council held its final meeting. Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, received and addressed issues of concern to the Provincial People's Council delegates and voters.
Speaking in response to and addressing the opinions and recommendations of the Provincial People's Council delegates and voters at the 24th session of the 18th Provincial People's Council, on behalf of the Provincial People's Committee, Chairman Do Minh Tuan respectfully thanked the Provincial People's Council, the Standing Committee of the Provincial People's Council, and the Committees of the Provincial People's Council for their continuous attention, support, and close and effective coordination with the Provincial People's Committee, departments, agencies, and localities to promptly institutionalize the policies and directives of the Central Government and the Provincial Party Committee; to resolve difficulties, obstacles, and bottlenecks in the institutional framework; and to decide on important issues, creating momentum to promote the socio -economic development of the province. He also thanked the delegates of the Provincial People's Council, the people, and voters in the province for their proactive cooperation with the Provincial People's Committee, highly appreciating the leadership and management of the Provincial People's Committee and all levels and sectors; and at the same time, frankly pointing out limitations and shortcomings, contributing many heartfelt, valuable, and responsible opinions to the development of the province.
The Provincial People's Committee and the Chairman of the Provincial People's Committee sincerely and fully accept all opinions and suggestions from delegates, voters, and the people of the province.

In his remarks responding to and explaining the opinions and suggestions, Chairman of the Provincial People's Committee Do Minh Tuan once again emphasized the achievements in the province's socio-economic development in 2024. He also stated: These achievements are very important, creating momentum and strength for us to confidently move towards implementing the goals and tasks of 2025; creating reassurance and confidence among the people in the leadership and guidance of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Party committees and authorities at all levels.
However, alongside the achievements, with a frank, open-minded, and responsible attitude towards the voters and people of the province, the Provincial People's Committee has analyzed, evaluated, and identified six groups of limitations and weaknesses that still exist in 2024. These have been specifically and detailedly outlined in the Provincial People's Committee's report, the Provincial People's Council's monitoring report, and the additional limitations and weaknesses that delegates have commented on and analyzed.
Immediately after this meeting, the Provincial People's Committee and the Chairman of the Provincial People's Committee will direct the development of a specific plan to overcome the shortcomings and weaknesses; clearly defining tasks, solutions, and assigning specific responsibilities to leaders of departments, units, and localities to directly supervise implementation, clearly defining the deliverables and completion time; using the results of overcoming shortcomings and weaknesses as a basis for commenting on and evaluating the level of task completion of departments, localities, and units.
Regarding the socio-economic development plan for 2025, the Chairman of the Provincial People's Committee stated: Based on a comprehensive analysis, forecast, and assessment of opportunities, advantages, difficulties, and challenges in 2025, the Provincial People's Committee has developed and submitted to the Provincial People's Council at this session for consideration and approval the socio-economic development plan and national defense and security plan for 2025 of the province. This plan identifies the overall goal, 25 key indicators, and outlines 10 groups of specific tasks and solutions to focus on implementation.
The Chairman of the Provincial People's Committee emphasized: 2025 plays a particularly important role, as it is a year with many significant events for the Party, the country, and the province. It is the year of finalization, determining the results of implementing the Resolution of the 19th Provincial Party Congress, term 2020-2025, and the 5-year socio-economic development plan 2021-2025. Alongside fundamental advantages, there are still many difficulties and challenges that adversely affect the implementation of the socio-economic development plan and the assurance of national defense and security of the province.
In this context, to ensure the successful completion of the set goals and tasks, the leadership and management of the Provincial People's Committee and the Chairman of the Provincial People's Committee will continue to innovate in a flexible, creative, decisive, specific, and focused manner; while concentrating on strategic, long-term tasks to maintain the development pace and nurture revenue sources for the following years; and while effectively addressing prominent, pressing, and newly arising issues, directing areas with distinct and outstanding advantages to accelerate breakthroughs and create truly significant changes in all fields; specifically, in the following eight key task groups:
Firstly, focus on directing, managing, and organizing the decisive, synchronized, and effective implementation of tasks and solutions in each sector and field; strive to complete and exceed the targets and tasks for 2025; direct the review and assessment of the implementation of the 2021-2025 five-year plan, and propose breakthrough solutions in the spirit of "committing to completing targets that have not yet been achieved, and improving the quality and effectiveness of targets that have already been achieved," contributing to the successful implementation of the Resolution of the 19th Provincial Party Congress, term 2020-2025.
Secondly, we must direct the review and comprehensive improvement of institutions, mechanisms, and policies; promptly and effectively address difficulties, obstacles, and bottlenecks; avoid shirking or evading responsibility; unlock resources; create new momentum; and rise together with the rest of the country.
Thirdly, focus on reviewing and building a "lean, efficient, effective, and efficient" administrative apparatus in accordance with the directives of General Secretary To Lam ; meticulously reorganize district and commune-level administrative units, ensuring thorough preparation for the necessary conditions, and quickly stabilize the organization, ensure effective operation, and promote development after the reorganization. Simultaneously, prepare well for the elections, consolidate, and arrange cadres after the Party Congresses at all levels for the 2025-2030 term. Strengthen administrative discipline and order, and enhance the responsibility of leaders and officials in performing their duties.
Fourth, direct the continued and substantial improvement of the investment and business environment; strengthen support activities for businesses; and effectively implement measures to manage state budget revenue collection.
Fifth, vigorously promote traditional growth drivers, focusing on developing new growth drivers; continue restructuring the economy in conjunction with innovating the growth model and enhancing the competitiveness of the economy.
Accelerate the disbursement of public investment capital right from the beginning of the year, especially for important provincial programs and projects, and national target programs. Innovate investment promotion activities in a proactive and selective manner. Promote new growth drivers, especially digital transformation, green transformation, and new industries and sectors.
Sixth, promote the practice of saving and combating wastefulness in accordance with the directives of General Secretary To Lam; Political Bureau Directive No. 27 dated December 25, 2023; Prime Minister's Telegram No. 125 dated December 1, 2024; and the province's annual program on saving and combating wastefulness for the period 2021-2025. All levels and sectors must always consider this a key, urgent, and ongoing task for the entire political system and society, aiming towards building a "culture of saving."
Seventh, continue to improve the quality of cultural, educational, and health activities; thoroughly address existing shortcomings and weaknesses, accelerate the implementation of cultural and tourism infrastructure projects; improve the quality of comprehensive education; effectively resolve the shortage of teachers and inadequacies in education management; effectively implement measures to prevent and control diseases and provide healthcare for the people; direct thorough preparation for the Lunar New Year of the Year of the Snake; ensure that everyone and every family can celebrate the New Year joyfully, safely, and economically, "leaving no one behind."
In addition, the campaign to support the construction of housing for poor households, policy beneficiary households, and households still facing housing difficulties will continue to be effectively implemented, ensuring that by September 30, 2025, the entire province will have 5,000 poor households, policy beneficiary households, and households still facing housing difficulties receiving support for house construction and repair.
Eighth , strengthen national defense and security, ensure social order and safety, and prevent any passive or unexpected situations; resolutely combat and suppress all types of crime, preventing its increase; ensure traffic safety; prevent and control fires and explosions; and effectively carry out disaster prevention and control and search and rescue operations. Promote inspection and citizen reception activities; improve the efficiency of resolving petitions, complaints, and disputes arising at the grassroots level, preventing complex incidents from escalating into hotspots.
Chairman of the Provincial People's Committee Do Minh Tuan stated: At this session, the Provincial People's Committee has submitted 36 proposals to the Provincial People's Council for consideration and promulgation of resolutions. To date, the Provincial People's Committee has observed that the delegates have shown high levels of agreement and consensus, with no comments or suggestions regarding the proposals. The Provincial People's Committee accepts and highly agrees with the verification reports of the Provincial People's Council's committees on the proposals and draft resolutions. It also requests the Chairman of the session and the delegates of the Provincial People's Council to consider and approve the resolutions on the contents submitted by the Provincial People's Committee to the Provincial People's Council at this session.
Regarding the opinions and suggestions of voters and provincial People's Council delegates submitted to the session, and the issues raised by provincial People's Council delegates at the session, Chairman of the Provincial People's Committee Do Minh Tuan emphasized: These are very legitimate opinions and suggestions aimed at addressing practical needs, ensuring both the promotion of the province's socio-economic development and better serving the lives and livelihoods of the people. On behalf of the Provincial People's Committee, the Chairman respectfully thanks and accepts all opinions and suggestions from delegates and voters related to these fields.
Chairman of the Provincial People's Committee Do Minh Tuan stated clearly: The tasks set for 2025 are extremely challenging and of great importance, requiring all levels, sectors, and localities to continue to promote the spirit of solidarity, cooperation, dynamism, innovation, and creativity, not backing down in the face of difficulties and challenges, with higher determination, greater effort, and more decisive action, ensuring a focus on key priorities; striving to comprehensively achieve all planned goals and tasks, and confidently moving forward with the whole country into a new era.
