Nearly three and a half years after the Taliban returned to power in Afghanistan, India is preparing public opinion and creating favorable conditions for normalizing relations with Afghanistan.
Vikram Misri, a senior official from India's Ministry of External Affairs , recently met with Afghan Foreign Minister Amir Khan Muttaqi in Dubai, UAE. To date, Misri is the highest-ranking Indian official to have had direct contact with the Taliban regime in Afghanistan.
To date, the Taliban have only had high-level meetings with a very few countries around the world . China has taken the lead in quickly establishing direct high-level contact and dialogue channels with Taliban representatives, and has strongly promoted cooperation with the regime. Compared to both China and Russia, India has lagged far behind in its approach to the Taliban.
It seems that India has realized that further delay in aligning itself with the Taliban regime is unacceptable. India's practical and strategic benefits in winning over the Taliban are ensuring its security against attacks from extremist Islamic forces in the region, preventing Afghanistan from being encircled by China, and leveraging the Taliban to counter Pakistan.
India's trump cards in this game are humanitarian aid and the implementation of cooperative development projects in Afghanistan. India's most important partner and ally in conquering the Taliban is Iran. For the Taliban, this outstretched hand from India is like a wish granted and brings many benefits. This shift in relations between India and Afghanistan will fundamentally alter the political, security, and international relations landscape in the region.
