Guided by the motto "Good neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainability," this program is both a responsibility and an expression of gratitude from the armies of both countries for the assistance and support of the people and local authorities on both sides of the border; it also demonstrates concern for and care for the health of disadvantaged people in neighboring Cambodia.
