An Giang: Reviewing the voter list to ensure accuracy, completeness, and no omissions.

To avoid overlooking or confusing voters, the Election Committee of Vinh Binh commune (An Giang province) based its voter list on population data provided by the police, and also coordinated with self-governing groups, officials, teachers, and residents to review the voter list.

According to statistics, the entire commune has 33,680 voters, and the voter list is posted in 17 hamlets so that voters can check and adjust their information before the commune's election committee prints the ballots.

In early February 2026, reporters from the People's Representatives Newspaper had the opportunity to accompany the leaders of Vinh Binh commune People's Committee to inspect the preparations for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term.

At the Binh Minh hamlet headquarters, we met Mr. Huynh Tan Tuoc, who was checking his personal information against the voter list publicly posted at the hamlet headquarters. Mr. Tuoc said that over the past few days, hamlet officials had informed residents to recheck their personal information and report any errors to the commune officials for timely correction.

Mr. Tuoc shared: “Besides double-checking personal information, the officials also asked us to review the voter list, check the personal information of acquaintances, and report any missing or incorrect information to the officials. I thấy that this year, the commune officials organized everything meticulously, from reviewing the voter list to ensuring accuracy and completeness, so that we could exercise our civic rights through the ballot.”

Mr. Nguyen Minh Khen, Secretary and Head of Binh Minh Hamlet, said that before the voter list was released, the leaders of the People's Committee held a meeting with the self-governing residential groups to convey the directives of the commune's election committee regarding coordination with the police, associations, and especially family members to review and verify the voter list based on data provided by the police. Thanks to the joint efforts of many forces and the people, no cases of omitted voters were found in the hamlet's voter list when it was posted.

Currently, the voter list for Vinh Binh commune is publicly posted in all 17 hamlets so that residents can check and correct any missing information.

The Secretary of the Binh Minh Hamlet Party Branch further informed that, through meetings at the Party branch and democratic community activities, the hamlet's leadership informed the people about the election of representatives to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term; in particular, they encouraged people to urge their children and grandchildren to exercise their civic rights through the ballot, wisely choosing representatives who are virtuous and capable, and not to vote on behalf of others or ask others to vote for them.

According to the Vinh Binh Commune Election Committee, after reviewing the population, the commune currently has 33,680 voters. The voter list has been posted in all 17 hamlets so that residents can check the information and make timely adjustments or additions to their voter information before the ballots are printed.

During public meetings, the leaders of the Party Committee and People's Committee of Vinh Binh commune provided full information on the content of the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term.

After the merger, Vinh Binh commune has 17 hamlets, 230 self-governing people's groups, and is divided into 42 electoral units. According to regulations, the Vinh Binh Commune People's Council, second term, has 24 representatives; the Standing Committee of the Commune's Fatherland Front Committee held its second consultative meeting to agree on the structure, composition, and number of candidates to be nominated for the Commune People's Council.

Through the first and second consultative conferences, Vinh Binh commune nominated 46 candidates, ensuring a reasonable structure across social groups, gender, age, religion, businesses, armed forces, and residential area representatives. Notably, the proportion of female delegates was 16, accounting for 34.78%; ethnic and religious delegates accounted for 2.71%; young delegates (under 40 years old) accounted for 15, accounting for 32.6%; non-Party delegates accounted for 8.69%; and re-elected delegates totaled 16, accounting for 34.78%, clearly demonstrating the spirit of expanding democracy and strengthening representation of all strata of the people in local state power organs.

Based on legal regulations and central guidelines, the Party Committee of Vinh Binh commune established the Commune Election Committee and the Vinh Binh Commune Election Commission. Simultaneously, four teams were formed to support the election process: the General and Election Operations Team, the Personnel and Complaint Resolution Team, the Security and Health Team, and the Information and Propaganda Team.

The commune has 8 electoral units, with 42 polling stations – corresponding to 42 polling locations. The polling locations are schools, the offices of the People's Committees of the 17 hamlets, and some private homes, ensuring convenience, safety, and compliance with regulations for voters.

According to Vo Thanh Xuan, Permanent Deputy Secretary and Chairman of the People's Council of Vinh Binh commune, the Party Committee and People's Committee of the commune have seriously instructed all officials, civil servants, and non-specialized personnel to fully participate in election training conferences.

At meetings with the People's Self-Governing Groups, the leaders of Vinh Binh commune instructed the hamlet leaders and the Self-Governing Groups to educate the people about exercising their civic rights through voting, and that they are not allowed to vote on behalf of others or ask someone else to vote for them.

Focus on extensive public awareness campaigns through various forms, ensuring that people are informed about the election, their responsibilities as voters, and other relevant legal regulations.

Furthermore, the Election Committee is committed to directing relevant authorities to gather information and understand the aspirations of the people, preventing complaints, especially those involving large gatherings, and avoiding the creation of hotspots in the locality. At the same time, it ensures security and order in the locality before, during, and after the election.

According to Nguyen Van Duc, Chairman of the People's Committee and Chairman of the Election Committee of Vinh Binh commune, the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term is an important political task. Therefore, to help the people of the commune exercise their right to self-governance through their votes, the commune is focusing on extensive and thorough propaganda to the people through various forms, such as: the commune's public address system, mobile loudspeakers along the canals in the commune; providing timely information on the rights and obligations of voters, helping people understand the policies and regulations, and actively participate in the election with a high sense of responsibility.

Currently, the hamlets are continuing to inform residents to double-check their personal information against the voter list so that the commune election committee can complete the process and proceed with printing ballots for voters.

In the coming period, the commune election committee will continue to closely follow the guidelines from the Central Committee and the Provincial Election Committee to implement the election preparation work according to the plan, focusing on preparing well for the third consultative meeting, printing voter cards; reviewing polling stations, planning repairs and decorations, ensuring the election takes place safely, in accordance with regulations and economically.

Simultaneously, the Election Committee continues to direct the commune police to coordinate with other forces, self-governing people's groups, and grassroots security forces to proactively monitor the situation and ensure security and order before, during, and after the election.

With the coordinated efforts of the Party Committee, government, Fatherland Front, and political and social organizations, the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term will take place safely, democratically, and in accordance with the law, contributing to building Vinh Binh commune into an increasingly clean and strong community, meeting the requirements of development in the new era.

The An Giang Provincial Election Committee has 37 members, chaired by the Chairman of the Provincial People's Committee. An Giang has established 102 commune-level election committees; 7 National Assembly election boards corresponding to the 7 constituencies for the 16th National Assembly elections; 27 provincial-level People's Council election boards; and 774 election boards in 774 constituencies.

Following the first consultative conference, An Giang province had 35 candidates for the 16th National Assembly (including 10 nominated by the Central Government); 21 representatives were elected. The provincial People's Council structure includes 85 elected representatives; 4,481 people were nominated to run for election to the 2,449 commune People's Councils.
