The decree came into effect just as Mr. Tran Sam (Binh Phuoc neighborhood, Tien Phuoc commune) turned 75 years old. Having received information from social welfare officers of the Tien Phuoc commune People's Committee, he completed the procedures to receive social retirement benefits under Decree 176. To date, Mr. Sam has received his decision and will be paid two months of social retirement benefits for July and August 2025, at a rate of 500,000 VND per month. He will also receive a free health insurance card for the elderly.
Mr. Sam happily said, "My wife and I don't have a pension; our lives mainly depend on our small grocery store. Now, with the government's policy of providing social retirement benefits for those aged 75 and above, plus free health insurance, we feel more secure in our lives."
Similarly, Mrs. Tran Thi Kim Sang (79 years old, An Dong neighborhood, Tien Phuoc commune) recently received a decision granting her a monthly social retirement allowance starting in July 2025. Her husband received this benefit two years ago when he reached the age of 80, while she is now eligible for it at the age of 75.
"The monthly allowance helps us cover our expenses, and having health insurance makes us less worried about illness in old age," said Mrs. Sang.
According to Ms. Nguyen Thi Cam Tan, a social welfare officer of the Culture and Social Affairs Department (Tien Phuoc Commune People's Committee), from July 2025, after stabilizing the commune's work following the reorganization, the staff of the Culture and Social Affairs Department have informed the people about the new policies under Decree 176.
Tien Phuoc commune was formed from four former communes, so officials from the Department of Culture and Social Affairs visited the offices of the four former communes to make it convenient for residents to complete their applications. For those who are sick or elderly and unable to come in person, officials from the Department of Culture and Social Affairs will directly visit their homes to provide assistance so they can receive their benefits in August 2025.
Mr. Nguyen Hung Anh, Chairman of the People's Committee of Tien Phuoc commune, said: "Currently, Tien Phuoc commune has 780 elderly people aged 75 and above and 1,416 people with disabilities who receive social assistance and social retirement benefits according to regulations. Although the new policy is being implemented during a busy period for the commune level after the merger, we are committed to supporting the elderly and people with disabilities in completing their applications promptly, ensuring that the benefits reach them as soon as possible."
"To date, all elderly people aged 75 and above, who were newly added to the group, have received decisions to receive social retirement benefits, which is encouraging. This is truly a humane policy, helping vulnerable people in society to improve their living standards and enabling localities to effectively implement social security policies for the people."
