A notable breakthrough of the 2024 Social Insurance Law is the reduction of the minimum number of years of social insurance contributions required to receive retirement benefits from 20 years to 15 years. This policy has addressed the concern of "contributing for a long time without being sure to receive benefits" - a reason why many people are hesitant to participate in social insurance for an extended period.
Mr. Tran Van Nguyen (47 years old), Director of Duc Dan Co., Ltd., An Cuu Ward, Hue City, has participated in compulsory social insurance for 10 years and 2 months. At the beginning of 2022, his company dissolved, but he retained his social insurance book and waited for a new job. In May 2025, he went to the social insurance agency to apply for a lump-sum social insurance benefit to use as business capital, thinking that contributing for nearly another 10 years before receiving a pension was too long. However, after receiving thorough advice from social insurance officials on the new points of the 2024 Social Insurance Law, he decided to continue maintaining his social insurance book and switch to voluntary social insurance. “I only have less than 5 years left until I am eligible for a pension. Having a monthly allowance in old age makes me feel much more secure,” he shared.
The 2024 Social Insurance Law also stipulates a monthly allowance for those who "have reached retirement age but have not yet accumulated enough years of contributions" to receive a pension. This group is still entitled to social retirement benefits and free health insurance cards, ensuring financial and healthcare rights in old age.
Ms. Hoang Thi Hong, a resident of Thuan Hoa ward, expressed: "Previously, I was worried because if I didn't contribute enough years, I would lose everything. Now I can participate with peace of mind, because the law has a mechanism to protect my rights even if I don't meet the conditions to receive a pension."
In the first six months of 2025, Hue City had over 133,000 people participating in compulsory social insurance, reaching 90.71% of the plan; over 23,000 people participating in voluntary social insurance, reaching nearly 58%; and health insurance coverage exceeded 99%, 3.66% higher than the target set by the Government . To ensure the Social Insurance Law is implemented effectively, since the beginning of the year, Hue City has organized 25 large-scale communication conferences and over 800 small-group communication sessions, reaching nearly 10,000 people. The main focus of these sessions was to disseminate information about the benefits of voluntary social insurance, family health insurance, and the new provisions in the law.
Ms. Bui Thi Thu Ly, Deputy Director of the Social Insurance Department of Hue City, said: "To ensure people have access to new policies, in the coming time we will focus on communication at public places such as one-stop service centers, employment service centers, and closely coordinate with health stations, women's associations, youth unions... to bring policies closer to the people, helping them understand and proactively participate."
The 2024 Social Insurance Law not only improves the legal system but also lays the foundation for a multi-tiered, flexible, and inclusive social security system. Ensuring the rights of workers in all circumstances, from those who pay in full, those who underpay, to those who participate voluntarily, demonstrates the law's development orientation towards fairness, sustainability, and humanity.
