Disseminate new policies of the Social Insurance Law 2024 to the people |
A notable breakthrough of the Social Insurance Law 2024 is to reduce the minimum number of years of social insurance contributions to receive pension benefits from 20 years to 15 years. This policy has removed the mentality of "paying for a long time but not sure to receive" - the reason why many people are afraid to participate in long-term social insurance.
Mr. Tran Van Nguyen (47 years old), Director of Duc Dan Company Limited, An Cuu Ward, Hue City, has participated in compulsory social insurance for 10 years and 2 months. In early 2022, the company dissolved, he still kept his social insurance book and waited for a new job. In May 2025, he went to the social insurance agency to complete the procedures to receive a one-time social insurance benefit as capital for his business because he thought that paying for nearly 10 more years to receive a pension was too long. However, after being carefully advised by social insurance officers on the new points of the Social Insurance Law 2024, he decided to continue to maintain his social insurance book and switch to voluntary social insurance participation. "In less than 5 years, I will be eligible to receive a pension. Having a monthly allowance when I am old, I feel much more secure," he shared.
The 2024 Social Insurance Law also provides monthly benefits for those who are “of retirement age but have not contributed enough years” to receive a pension. This group will still receive social pension benefits and be provided with free health insurance cards, ensuring financial benefits and health care when they retire.
Ms. Hoang Thi Hong, a resident of Thuan Hoa ward, said: “Before, I was worried because if I didn’t have enough years of contributions, it would be considered a total loss. Now I can participate with peace of mind, because the law has a mechanism to protect my rights even in cases where I am not eligible to receive a pension.”
In the first six months of 2025, Hue City had more than 133,000 people participating in compulsory social insurance, reaching 90.71% of the plan; more than 23,000 people participating in voluntary social insurance, reaching nearly 58%; health insurance coverage exceeded 99%, 3.66% higher than the target assigned by the Government . To bring the Social Insurance Law into life, since the beginning of the year, Hue City has organized 25 large-scale communication conferences, more than 800 small-group communication sessions, reaching nearly 10,000 people. The main content is to propagate the benefits of voluntary social insurance, family health insurance and innovations in the law.
Ms. Bui Thi Thu Ly, Deputy Director of Hue City Social Insurance, said: “In order for people to access new policies, in the coming time, we will focus on communicating at public places such as one-stop shops, job service centers, closely coordinating with health stations, women's unions, youth unions... to bring policies closer to people, helping people understand and proactively participate.”
The Social Insurance Law 2024 not only improves the legal system but also lays the foundation for a multi-layered, flexible and inclusive social security system. Ensuring the rights of workers in all circumstances, from those who fully contribute, those who under-contribute to those who voluntarily participate, shows that the development orientation of the law is inclined towards fairness, sustainability and humanity.
