At about 9:15 a.m., the water level at Ngo Xa culvert (Vi Khe ward) was measured at 3.5m, about 30cm higher than alarm level I. Water had flooded the crop area and about 200 households outside the dike of Vi Luong residential group; the average water level was only about 10cm from the river embankment. Many other vulnerable areas of the ward and crops were also flooded.
