Deputy Prime Minister Tran Hong Ha agreed to add the Long Thanh Airport Project and the Ho Chi Minh City Ring Road 3 to the list of projects eligible for special mechanisms regarding construction materials.
On February 13th, in Dong Nai , Deputy Prime Minister Tran Hong Ha worked with the People's Committee of Dong Nai province on the situation of supplying construction materials for key transportation projects in the province.
Reporting at the meeting, a representative from the Ministry of Transport stated that 15 key transportation projects are currently being implemented in the southern region.
Many of these projects are entering their peak construction phase, aiming for completion in 2025. Due to the accelerated progress of numerous projects, the demand for earth fill and construction stone has increased significantly.
Statistics show that the 15 projects require approximately 21.5 million cubic meters of various types of stone. However, currently, only over 4.6 million cubic meters of stone have been delivered to the construction sites, leaving nearly 17 million cubic meters still to be mobilized.

In Dong Nai, several projects will have a high demand for construction stone in 2025, such as Long Thanh Airport, which will need approximately 4.7 million m3; the Bien Hoa - Vung Tau expressway, which will need 1.2 million m3; and the Ho Chi Minh City Ring Road 3, which will need 2.3 million m3.
Regarding embankment fill, the Bien Hoa - Vung Tau expressway project requires 5.2 million cubic meters, but only 0.55 million cubic meters have arrived at the construction site, leaving a shortfall of 4.7 million cubic meters.
To ensure the progress of the projects, the investor requests that Dong Nai province and relevant agencies carry out the procedures for extending and increasing the capacity of the quarries in the province in February so that they can begin supplying construction stone to the projects from March onwards.
Regarding the progress of the procedures, Chairman of the People's Committee of Dong Nai province, Vo Tan Duc, said that Dong Nai province has agreed with the Ministry of Transport and the Ministry of Natural Resources and Environment to adjust investment certificates for stone mining projects according to the registered volume of the investors. The Provincial People's Committee has directed the Department of Planning and Investment to complete the procedures before February 18th.
Regarding the procedures for renewing the licenses of 5 quarries whose mining permits have expired, Mr. Duc said that the province has assigned the relevant agencies to complete the process before February 28th.
"Dong Nai province will continue working with the working group of the Ministry of Natural Resources and Environment to resolve difficulties and obstacles in February so that it can implement the exploitation of stone quarries under the special mechanism to supply projects in March 2025," Mr. Duc informed.
After hearing reports from ministries, departments, and localities, Deputy Prime Minister Tran Hong Ha requested that investors review their construction material needs and report accurate figures to the Ministry of Transport so that it can submit them to the Prime Minister for guidance on resolving the issue.
Regarding Dong Nai province, the Deputy Prime Minister requested the Chairman of the Provincial People's Committee to direct relevant units to complete the procedures for increasing capacity and extending the exploitation period of stone quarries before February 18th.
To expedite the supply of construction materials for key projects, Deputy Prime Minister Tran Hong Ha agreed to add the Long Thanh Airport Project and the Ho Chi Minh City Ring Road 3 Project to the list of projects applying special mechanisms for construction materials to accelerate completion progress and avoid waste.
