The Traffic Safety Committee of Hoi An City frankly acknowledges that the traffic safety situation remains extremely complex and unpredictable. In the first six months of 2024 alone, there were 18 road accidents in the city, resulting in 5 deaths and 19 injuries.

Compared to the same period in 2023, traffic accidents in Hoi An increased by 17 incidents, resulting in 5 more deaths and 17 more injuries. The main causes of accidents were drivers using alcohol, leading to loss of control, inattention, and driving on the wrong side of the road.

Alarmingly, foreigners account for one-third of the total number of accidents, mainly due to renting or borrowing motorcycles and driving them without meeting the necessary driving requirements.

According to the Hoi An City Traffic Safety Board, violations of traffic safety regulations are still occurring and have not been completely resolved. Typical examples include the re-encroachment of sidewalks and road shoulders for illegal business activities, parking, placing advertising signs, and dumping materials.

Tourist boats on the Hoai River operate outside of regulations, using rudimentary wooden boats with motorized engines to transport tourists, carrying more people than permitted; the boat owners do not urge or remind passengers to wear life jackets.

It can be said that Hoi An's road transport infrastructure is largely congested and experiences high traffic volume, especially during peak tourist seasons and holidays.

Although the city has planned to build designated parking areas to prevent passenger buses from entering the Old Quarter, these plans are not yet complete, so large vehicles still have to park on some streets.

While surveys have been conducted to install signs prohibiting stopping, parking, and cars during peak hours, there are still no designated pick-up and drop-off points on the streets adjacent to the Old Quarter. As a result, electric vehicles, taxis, and Grab cars continue to park on sidewalks or at intersections, causing localized traffic congestion.

A taxi company stated that the area in front of the Vietnam Fatherland Front Committee headquarters in the city is designated for electric vehicles to park. However, observations indicate that there are people providing car parking services, and many taxis are also "circumventing" the regulations by parking in the aforementioned area.

Traffic congestion occurs during peak hours from 6 PM to 8 PM on Tran Hung Dao and Hung Vuong streets. Besides narrow roads, high traffic volume, and poor traffic awareness, another contributing factor is the widespread operation of four-wheeled motorized vehicles (also known as electric vehicles) operating within restricted areas on these roads.

Electric vehicles are used for commercial purposes, but their license plates are white. The city's solution has not brought fairness to all types of commercial transport vehicles. For example, taxis are banned on Le Loi Street, but the city does not ban cars...

Hoi An has implemented a security camera surveillance system to monitor and issue fines for traffic violations quite effectively. Therefore, the city needs to continue investing in this system to ensure strict control and handling of traffic safety violations.
