Continuously improving quality, building a livable rural area.
As a commune that has achieved the new rural standard, Phuoc Vinh Tay does not stop at the results already achieved but continues to aim to maintain and improve the criteria in a sustainable and substantive way, better meeting the requirements of development and improving the lives of the people.
According to Pham Tan Loi, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Phuoc Vinh Tay commune, the locality has focused its resources on investing in the comprehensive development of essential infrastructure, considering this a crucial foundation for socio -economic development and improving the quality of life for the people.

Many rural roads have been renovated and repaired, such as Xeo Vinh road in Hamlet 1; the alleyway in Hamlet 1 (near the school); the inter-hamlet road in Chanh Nhut hamlet (Vinh hamlet); Tan Phuoc road in Hamlet 1; the alleyway in Hamlet 4 (near Phap Buu pagoda); K4 road; repair of culvert 826C Cho Nui; Chanh Nhat - Chanh Nhi road;…
Simultaneously, inland irrigation projects such as dredging canals and ditches, repairing the Rach Quao sluice gate, and addressing canal bank erosion in Long Phung commune contribute to ensuring stable production and adapting to climate change.
"The synchronized investment in infrastructure has transformed the face of rural areas, facilitating people's lives, production, and goods circulation. More importantly, people are increasingly in agreement and actively working together to preserve and protect the achievements of the New Rural Development program," Mr. Pham Tan Loi emphasized.
Besides focusing on "construction," Phuoc Vinh Tay commune also pays special attention to "maintaining." Regular campaigns to clean up the environment and trim trees along rural roads are maintained, creating a bright, green, clean, and beautiful landscape.
The rate of waste collection and sorting at source by households along the main road has reached 100%. The local authorities have also proactively invited water supply companies to invest, ensuring that 100% of households have access to clean water.
Alongside infrastructure development, social welfare is a priority. Last year, the commune received and distributed 2,499 gifts worth over 1.25 billion VND to policy beneficiary families, poor and near-poor households, households with difficult circumstances, and children with special needs. A review shows that by the end of 2025, the commune will have only 42 poor households and 149 near-poor households – a figure that demonstrates the persistent efforts in sustainable poverty reduction.
A significant contribution to this journey comes from the youth force. Pham Duy Phuong, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Phuoc Vinh Tay commune and Secretary of the Phuoc Vinh Tay Commune Youth Union, said: “In 2025, the Commune Youth Union will organize 17 'Green Sunday' campaigns with the participation of approximately 1,500 union members and students. These activities will focus on cleaning the memorial house for fallen soldiers, the area around the commune office, and the roads, creating a green and clean landscape.”
The commune's Youth Union also maintains the "Adopted Child" model, giving 60 gifts worth 30 million VND to students in difficult circumstances; donating 204 gifts worth 110 million VND to poor households; and organizing intensive campaigns to jointly build new rural areas.
During the 2026 Spring Volunteer Campaign, the Youth Union of the commune, in coordination with the Chemistry Department Student Union (Faculty of Science , Vietnam National University Ho Chi Minh City), organized a Volunteer Saturday to remove illegal advertisements and clean up Provincial Road 826C.
"These small but persistent actions have contributed to beautifying our homeland and spreading the image of the volunteer's blue uniform throughout the community," shared Mr. Pham Duy Phuong.
Infrastructure is improving, and welfare is being taken care of.
Spring arrives in Tan Lan commune, an advanced new rural area, bringing joy from key infrastructure projects. Most notably, the T9 rural road (Hamlet 1) – a project celebrating the commune's Party Congress for the 2025-2030 term – has been concreted. Spanning 1.54 km, the project received a total investment of 2.4 billion VND from the state budget.
The road has been put into use, facilitating travel, transporting goods, and ensuring the safety of students going to school. Ms. Le Thi Hong Tham, Deputy Secretary of the Party Committee and Chairwoman of the Tan Lan Commune People's Committee, affirmed: “Road T9 is one of the important projects in the resolution and action program of the commune's Party Committee. The completion of the road contributes to improving the quality of transportation infrastructure, serving production and travel, and demonstrating the effectiveness of the 'All People Unite to Build New Rural Areas' movement.”

That joy spread to every household. Ms. Nguyen Thi Tu (residing in Hamlet 1) excitedly said: “Before, the road was narrow and muddy when it rained, making it impossible for motorbikes to pass. Now, with the wide concrete road, children can go to school more safely, and farmers can transport goods more easily. Everyone is delighted.”
Along with infrastructure development, Tan Lan commune also focuses on social welfare. The local authorities, in coordination with a sponsoring organization, handed over a charitable house to Mr. Nguyen Van Chinh (residing in Cau Xay hamlet). The house has an area of 45m², valued at 160 million VND, of which the sponsoring organization contributed 80 million VND. Receiving the keys to his new house, Mr. Chinh tearfully expressed his gratitude and promised to work hard to stabilize his life.

Alongside infrastructure projects and social welfare policies, Tan Lan commune also leaves its mark through the persistent and quiet efforts of its youth in preserving the landscape and improving the living environment.
According to Phan To Nhu, Secretary of the Tan Lan Commune Youth Union, the "Green Sunday" initiative has become a regular activity, attracting a large number of Youth Union members and young people to participate with a spirit of self-awareness and responsibility. Each campaign not only focuses on environmental sanitation, planting and caring for trees, but also includes raising awareness and promoting environmental protection among the community.
“We believe that building advanced new rural areas is not just about infrastructure or criteria, but also about shaping a civilized lifestyle and fostering environmental hygiene awareness among every citizen. Through small tasks, the youth of Tan Lan hope to contribute to creating a greener, cleaner, more beautiful, and sustainable rural landscape,” added Ms. Phan To Nhu.
Young people join hands to build a new rural area.
Besides its large-scale infrastructure projects, Chau Thanh commune also impresses with the quiet, persistent efforts of its youth in preserving and beautifying the appearance of the new rural area.
Recently, along the road in Hamlet 13, Thanh An village, more than 70 youth union members, wearing green shirts, simultaneously launched a campaign to clear bushes, repair damaged sections of road, and unclog drainage ditches along a 1,200-meter stretch. The atmosphere was one of urgent work, filled with laughter and conversation, harmonizing with the rhythmic shoveling and digging, creating a vibrant picture of the proactive and volunteer spirit of the local youth.
According to Le Ngoc Minh Hung, Secretary of the Chau Thanh Commune Youth Union: “We believe that young people must be the leading force in movements to protect the environment, preserve the rural landscape, and ensure traffic safety. Every meter of road cleaned, every section of drainage cleared, is a practical contribution to making our homeland more beautiful and clean.”

Not content with simply beautifying rural roads, the youth of Chau Thanh are quietly sowing seeds of hope for future generations. The commune's Youth Union awarded 57 scholarships to underprivileged students for the 2025-2026 school year, each worth 600,000 VND, from the commune's "For the Poor" Fund. While these scholarships may not be substantial in monetary value, they represent care and sharing, providing motivation for the students to overcome difficulties and confidently pursue their education.
According to Mr. Le Ngoc Minh Hung, in the coming time, the Youth Union of the commune will continue to maintain campaigns to protect the environment, care for students in difficult circumstances, and actively participate in specific tasks in building new rural areas. "We hope that each Youth Union member will become a key figure in spreading the spirit of living beautifully and responsibly towards the community and homeland," Mr. Le Ngoc Minh Hung emphasized.
Spring arrives in the countryside not only from the vibrant flowers or warm sunshine, but also from newly opened roads, houses built with heartfelt care, and the collective efforts of young people in construction. From Phuoc Vinh Tay's persistent efforts to improve quality, Tan Lan's flourishing infrastructure, to Chau Thanh's spreading youthful energy, each locality has its own approach but shares a common aspiration to build a more prosperous, beautiful, and civilized homeland, contributing to the continuation of springs filled with warmth, affection, and solidarity.
