General Secretary and President To Lam affirmed that, over the past nearly 50 years, AIPA, in its role as a legislative and supervisory body, has made many contributions to the process of building a united and cohesive ASEAN Community, for peace, cooperation, and prosperous development, bringing benefits to all people. "A progressive Community will contribute to ensuring a favorable environment for the development of each member state, enhancing ASEAN's international standing, and affirming ASEAN's central role in regional integration, especially in the context of the rapidly changing and complex regional and global situation today," said General Secretary and President To Lam. According to General Secretary and President To Lam, ASEAN is currently entering a crucial juncture in the process of building the Community, with the basic completion of the ASEAN Community Vision 2025 and the transition to the ASEAN Community Vision 2045. This is the time for us to take strong steps towards a dynamic, self-reliant, innovative ASEAN that is people-centered. "In this process, AIPA plays a crucial role as a bridge between the people and the government; promoting legal harmonization; removing institutional barriers and creating favorable conditions for the investment and business environment; building a rules-based regional order; leveraging the internal strengths of each member, jointly maintaining solidarity and unity; increasing intra-bloc economic linkages and exchanges, leveraging external resources and taking advantage of the benefits of the 4.0 technological revolution for development; increasing competitiveness and effectively responding to non-traditional security challenges for the goal of sustainable and comprehensive development in Southeast Asia." - General Secretary and President To Lam emphasized. General Secretary and President To Lam highly appreciated the theme of this General Assembly, which aims to promote "The Role of Parliaments in Enhancing ASEAN's Connectivity and Inclusive Growth." He stated, "I believe it is necessary to continue strengthening the connectivity and mutual support between AIPA and ASEAN. ASEAN cooperation is an important foundation for promoting inter-parliamentary cooperation, while AIPA cooperation provides a driving force and creates a favorable framework to effectively support state/government diplomacy among ASEAN member states as well as with ASEAN partners. The Vietnamese National Assembly has been, is, and will continue to participate proactively, positively, and responsibly in AIPA activities, contributing to building a united, strong, and prosperous ASEAN Community. I am confident that under the chairmanship of the AIPA-45 President, with the close cooperation of the delegates and the meticulous preparation of the host country's National Assembly, AIPA-45 will certainly be a great success." - General Secretary and President To Lam emphasized.
