Speed up afforestation progress

Forest owners actively take care of planted forests.

According to the Dai Ninh Protective Forest Management Board, by the end of June 2025, the unit assigned to manage the total area of forest and forestry land was 18,407.83 hectares, including 47 sub-areas. Of which, production forest was 10,262.63 hectares, accounting for 55.75%; protective forest was 8,145.2 hectares, accounting for 44.25%. Mr. Vuong Anh Dung - Deputy Head of Dai Ninh Protective Forest Management Board said that the unit had prepared a dossier, the functional branches had inspected the site to proceed with the planting of belt forests. At the same time, the unit had prepared a dossier to submit to the Provincial Department of Agriculture and Environment for appraisal of the design and budget for the 2025 replacement forest planting project and the care of the planted forests in the years. Up to now, the unit has completed the replacement forest planting as planned.

Along with that, the unit is coordinating with the People's Committees of communes to propagate and mobilize households to actively participate in intercropping forestry trees. Proactively inspect and review the entire planted forest area in the care stage to deploy replanting and care according to regulations. Meanwhile, Mr. Nguyen Trong Man - Head of the Serepok Protective Forest Management Board said that since the beginning of the year, the Board has directed and coordinated with the People's Committees of communes, relevant agencies and units to review and clear illegal trees on encroached and re-encroached forestry land. At the same time, prepare documents and plans to organize replacement forest planting right on the areas that have just been cleared. In 2025 alone, the unit has prepared a replacement forest planting dossier for approval by superiors with an area of 46.87 hectares; taking care of planted forests reaching 111.47 hectares.

According to Mr. Nguyen Trong Man, the biggest difficulty in afforestation is that the afforestation dossier for 2025 has not been approved yet. Meanwhile, the rainy season of 2025 is almost over. Completing the unit's afforestation plan in 2025 is almost impossible. Therefore, the unit is forced to move to 2026 if the dossier is approved.

During the remaining period of 2025, the unit will continue to direct and coordinate with the People's Committees of communes to organize the clearance, recovery of encroached and re-encroached forestry land areas, and forest restoration. At the same time, strictly manage the cleared area, not allowing the subjects to continue to impact and re-encroach. Review and prepare design documents for afforestation programs in the coming time; implement planting and care for planted forests in the years under the programs to ensure density, good growth and development of plants.

Mr. Vu Dinh Cuong - Deputy Director of the Provincial Department of Agriculture and Environment said that currently, many units implementing replacement forestation are facing many difficulties and obstacles because on December 15, 2023, the Minister of Agriculture and Rural Development issued Circular No. 22/2023/TT-BNNPTNT. Accordingly, the development and submission for approval of the plan to select contractors to implement replacement forestation projects must comply with the provisions of the law on bidding and current relevant laws. Therefore, on the basis of the decision to approve the design, estimate of replacement forestation and related documents and papers, the authority to approve the plan to select contractors is stipulated in Article 40 of the Bidding Law No. 22/2023/QH15. Meanwhile, if the forest owners wait for the bidding documents to be appraised by competent authorities, the rainy season is almost over, making it very difficult for the units to implement forestation.
