
According to the Dai Ninh Protective Forest Management Board, as of the end of June 2025, the unit is assigned to manage a total area of 18,407.83 hectares of forest and forestry land, comprising 47 sub-areas. Of this, production forest accounts for 10,262.63 hectares, or 55.75%; and protective forest accounts for 8,145.2 hectares, or 44.25%. Mr. Vuong Anh Dung, Deputy Head of the Dai Ninh Protective Forest Management Board, said that the unit has prepared the necessary documents, and relevant agencies have inspected the site to proceed with planting the forest belt. Simultaneously, the unit has submitted documents to the Provincial Department of Agriculture and Environment for appraisal of the design and cost estimate for the 2025 reforestation project and the care of the planted forests in subsequent years. To date, the unit has completed the reforestation project as planned.
In addition, the unit is coordinating with the People's Committees of the communes to propagate and encourage households to actively participate in intercropping forestry trees. They are proactively inspecting and reviewing the entire planted forest area during the care phase to implement replanting and care according to regulations. Meanwhile, Mr. Nguyen Trong Man, Head of the Serepok Protective Forest Management Board, said that since the beginning of the year, the Board has directed and coordinated with the People's Committees of the communes and relevant agencies and units to review and remove illegally planted trees on encroached and re-encroached forest land. At the same time, they have prepared dossiers and developed plans to organize reforestation on the cleared areas. Specifically in 2025, the unit has prepared one reforestation dossier for approval by higher authorities covering an area of 46.87 hectares; and carried out forest care on 111.47 hectares.
According to Mr. Nguyen Trong Man, the biggest difficulty in reforestation is that the reforestation plan for 2025 has not yet been approved. Meanwhile, the rainy season of 2025 is almost over. Completing the unit's reforestation plan in 2025 is almost impossible. Therefore, the unit will be forced to postpone it to 2026 if the plan is approved.
For the remainder of 2025, the unit will continue to direct and coordinate with the People's Committees of communes to organize the clearance and recovery of encroached and re-encroached forest land, and to reforest and restore existing forests. At the same time, it will strictly manage the cleared areas to prevent further encroachment. It will also review and prepare design documents for future forest planting programs; and implement the planting and care of forests planted in the years under these programs, ensuring proper density and healthy tree growth and development.
Mr. Vu Dinh Cuong, Deputy Director of the Provincial Department of Agriculture and Environment, said that many units implementing reforestation projects are currently facing difficulties and obstacles due to Circular No. 22/2023/TT-BNNPTNT issued by the Minister of Agriculture and Rural Development on December 15, 2023. Accordingly, the construction and submission for approval of the plan for selecting contractors to carry out reforestation projects must comply with the regulations of the law on bidding and other relevant current laws. Therefore, based on the decision approving the design and cost estimate for reforestation and related documents, the authority to approve the contractor selection plan is stipulated in Article 40 of the Law on Bidding No. 22/2023/QH15. Meanwhile, if forest management units wait for the bidding documents to be appraised by the competent authorities, the rainy season will be almost over, making it very difficult for them to implement reforestation.
