The working group implementing Project 06, administrative procedure reform, digital transformation associated with Project 06, is headed by the Minister of Public Security.

Working group on science and technology development, innovation and digital transformation, headed by the Minister of Science and Technology.

In his opening speech, Prime Minister Pham Minh Chinh stated that on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, digital transformation and established the Central Steering Committee headed by General Secretary To Lam; this is a document of strategic and important significance.

The Government and the Prime Minister have urgently directed the development and promulgation of the Action Program of Resolution No. 57 in Resolution No. 03 and Resolution No. 71 amending, supplementing and updating the Government's Action Program.

At the same time, the Government submitted to the National Assembly a Resolution on piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation and national digital transformation.

According to the Prime Minister, we are resolutely implementing the "strategic quartet" according to the Politburo's resolutions. At the same time, we are implementing a revolution to streamline the apparatus, reorganize administrative units at all levels, and build a two-level local government model, promoting decentralization and delegation of power in the spirit of assigning tasks to whoever does the best.

The Prime Minister stated that we identify science and technology, innovation, and digital transformation as the foundation for sustainable development; strive for economic growth of 8% or more by 2025 and double digits in the coming years with important contributions from new growth drivers.

The Head of Government asked delegates to evaluate frankly and objectively, demonstrating with specific data the implementation of activities; identify existing problems, obstacles, and bottlenecks, especially in terms of institutions and resource mobilization...

The Prime Minister emphasized the need for the participation, attention, and strong direction of ministers, heads of agencies, heads of sectors, provincial party secretaries, and chairmen of People's Committees at all levels, especially in building databases. Only with a Vietnamese database can there be Vietnamese artificial intelligence.
