
Ba Chẽ commune was established by merging five communes and one town from the former Ba Chẽ district, becoming a large administrative unit at the commune level with an area of over 330 km² and a population of more than 17,500 people, of which nearly 66% are ethnic minorities. Therefore, alongside socio -economic development, administrative reform and digital transformation have been strongly promoted. The commune identifies digital transformation as a crucial breakthrough in improving the effectiveness and efficiency of state management. The commune's Digital Transformation Steering Committee has been established and operates effectively; 100% of leadership and administrative documents are digitized and processed electronically. Central and provincial shared digital platforms have been deployed synchronously. Assessment results show that the commune's digital government has achieved 100% of its targets; the digital society has reached over 71%; and the digital economy has reached 50%. All 38 villages and hamlets now have stable mobile phone coverage, completely eliminating areas with poor signal, contributing to improved government efficiency and people's access to digital services.
The commune has always proactively coordinated with relevant units and agencies to provide guidance, promptly resolve difficulties, and ensure that no new administrative procedures arise in various fields. Notably, in mid-March 2026, the Tax Department of Quang Ninh province organized a conference to implement Decree No. 68/2026/ND-CP and Circular No. 18/2026/TT-BTC to help 100% of households and individuals doing business in the area fully and promptly access tax laws and regulations and tax administrative procedures using the new method. At the same time, coordination with banks and telecommunications companies in implementing electronic invoices and digital payments has helped people improve their technological skills, meeting the requirements of a modern and transparent digital transformation in the tax sector.

Acting as an "extended arm" and "bridge" between the people and the local Party committee and government, the Ba Chẽ Commune Public Administrative Service Center has been actively implementing many comprehensive solutions and striving to build the unit into a friendly, professional, and modern center, best serving the needs of people and businesses in the area.
The center has stepped up the application of digital transformation in handling administrative procedures; The introduction of facial recognition scanners for citizen identification cards (CCCD) facilitates the digitization of documents, shortens processing times, and enhances accuracy in handling administrative procedures. Currently, 100% of documents are processed electronically following a 5-step process (reception, assessment, approval, digital signature, and result delivery) linked to digital signatures, ensuring transparency and data security. The process of receiving and processing applications has been streamlined, shortening processing times and reducing costs, creating the most favorable conditions for organizations and individuals in the area.
Recognizing that many citizens have limited access to information technology and are unfamiliar with administrative procedures, the Center has assigned staff to be on duty at the public service guidance desk, providing dedicated support and step-by-step instructions. For vulnerable individuals, the elderly, and ethnic minorities, staff also directly assist with online application submissions, fostering satisfaction and trust among the people.
The center has regularly reviewed, updated, published, and posted the list of administrative procedures using QR codes for easy public access. To date, a total of 2,023 administrative procedures have been posted. The unit has also proactively coordinated with departments and agencies in the province to implement the process of receiving and returning results across administrative boundaries, and has coordinated with Branch No. 8 of the Land Registration Office to standardize the receipt and return of application results in Ky Thuong and Luong Minh communes. The commune's public administrative service center is operating increasingly effectively. Accordingly, From December 15, 2025 to March 6, 2026, the Center received a total of 2,795 applications; 2,698 applications were processed, of which 2,690 were processed on time or ahead of schedule, achieving a rate of 99.7%.
