On the evening of December 21, at the Central Square of Luc Ngan district, Bac Giang province, the launching ceremony of the administrative units of Chu town and Luc Ngan district took place; the opening ceremony of the Orange and Grapefruit Fair and Luc Ngan Tourism Week 2024 took place.
Attending the ceremony were comrades: Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Dao Xuan Can - former member of the Party Central Committee, former Chairman of the Vietnam Cooperative Alliance , former Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Council; Bui Van Hai - former member of the Party Central Committee, former Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Council; Senior Lieutenant General Ngo Minh Tien - former Deputy Chief of the General Staff of the Vietnam People's Army; Duong Quoc Hung - Assistant to the President; former leaders of Ha Bac and Bac Giang provinces through the periods; members of the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, People's Committee, and Fatherland Front Committee; leaders of the Provincial National Assembly Delegation; members of the Provincial Party Committee; leaders of departments, branches, districts, towns, cities, and some other provinces, along with a large number of business communities and local people.
The arrangement of administrative units (ADU) at district and commune levels of Bac Giang province to establish Chu town and Luc Ngan district is a historical milestone of Luc Ngan district after nearly 70 years of construction and development (since 1957). To review that proud process, at the ceremony, delegates watched the documentary "Luc Ngan - Land of prosperity".
Luc Ngan is the locality with the largest natural area in the province with 1,032.5 km2. It is a district with a large number of ethnic minorities, accounting for about 52% of the district's population; a place to preserve and conserve many intangible cultural heritages such as Sloong hao singing, Si singing, Then singing, Luon singing... In particular, San Chi folk songs of Kien Lao commune, Cao Lan folk songs of Deo Gia commune, Then singing of the Tay Nung ethnic group are included in the list of national intangible cultural heritages. Luc Ngan is also home to two freshwater lakes serving the people's daily life and irrigation, the largest in the province, Cam Son lake and Khuon Than lake, with poetic scenery and charming mountains and rivers. In particular, the district has a fruit tree area of about 28 thousand hectares; In which, the lychee growing area is the largest in the country with an area of about 17 thousand hectares, making Luc Ngan a land of sweet fruits all year round with many famous fruits such as: lychee, longan, sweet orange, yellow-heart orange, sweet grapefruit, green-skin grapefruit, apple, guava...
On September 28, 2024, the National Assembly Standing Committee issued Resolution No. 1191/NQ-UBTVQH15 on the arrangement of administrative units at district and commune levels in Bac Giang province, period 2023-2025 (Resolution 1191). Accordingly, the administrative boundaries of Luc Ngan district and Son Dong district are arranged and adjusted to establish Chu town and Luc Ngan district; establish 5 wards of Chu town (Chu, Tru Huu, Thanh Hai, Phuong Son, Hong Giang); establish 2 towns (Phi Dien, Bien Dong) of Luc Ngan district.
On December 17, 2024, the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee solemnly held a conference to announce Resolution 1191. Pursuant to Resolution 1191 dated December 15, 2024, the Executive Committee of the Bac Giang Provincial Party Committee issued Decision No. 945-QD/TU on the arrangement of the Luc Ngan District Party Committee and Decision No. 947-QD/TU on the establishment of the Chu Town Party Committee for the 2020-2025 term.
At the ceremony, comrade Ngo Van Nam - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board announced 02 Decisions of the Provincial Party Committee dated December 15, 2024, including: Decision 945-QD/TU on the arrangement of the Luc Ngan District Party Committee and Decision No. 947-QD/TU on the establishment of the Chu Town Party Committee for the 2020-2025 term. Accordingly, comrade Vuong Tuan Nghia - Member of the Provincial Party Committee, Secretary of the Chu Town Party Committee; comrade Chu Van Trong - Standing Deputy Secretary of the Town Party Committee, Acting Chairman of the Chu Town People's Council; comrade Pham Cong Toan - Deputy Secretary of the Town Party Committee, Acting Chairman of the Chu Town People's Committee (previously Deputy Director of the Department of Industry and Trade). Comrade Luong The Tuan - Secretary of the Luc Ngan District Party Committee (previously Standing Deputy Secretary of the Luc Nam District Party Committee); comrade Cao Van Hoan - Standing Deputy Secretary of the District Party Committee, Chairman of the Luc Ngan District People's Council; Comrade Dao Cong Hung - Deputy Secretary of District Party Committee, Acting Chairman of Luc Ngan District People's Committee (previously Vice Chairman of Bac Giang City People's Committee).
At the ceremony, Provincial Party Secretary Nguyen Van Gau and Vice Chairman of the Provincial People's Committee Phan The Tuan presented the Decision of the Provincial Party Executive Committee and presented flowers to congratulate the comrades in the Standing Committee, Standing Committee of the People's Council, and leaders of the People's Committee of Chu town and Luc Ngan district.
Speaking at the ceremony, Provincial Party Secretary Nguyen Van Gau commended and congratulated the outstanding results and achievements that the Party Committee, government and people of all ethnic groups in Luc Ngan district (now Chu town and Luc Ngan district) have achieved in the past time.
He emphasized that the arrangement of administrative units is a difficult and complicated task, greatly affecting the organization and operation of agencies in the political system, of cadres, civil servants, public employees, workers and the people.
Including the adjustment of administrative boundaries of Luc Ngan district and Son Dong district to establish Chu town and Hong Giang, Thanh Hai, Chu, Phuong Son, Tru Huu wards; establishing Phi Dien and Bien Dong towns in the new Luc Ngan district. This is the recognition of the Party and State for the efforts, attempts and high determination of the Party Committee, government and people of Luc Ngan district in particular, Bac Giang province in general in the arrangement of administrative units at district and commune levels. This is also an important milestone, opening a new period in the development history of Luc Ngan land; is the premise and motivation for Chu town and the new Luc Ngan district to best promote their potential and advantages, promote development, and join the whole province in the era of the Vietnamese nation's rise.
For Chu town and the new Luc Ngan district, he hoped that the Party Committee, government and people of the two localities would uphold, preserve and promote the tradition of solidarity in that spirit. Regularly exchange, help and support each other in carrying out political tasks, especially in the early stages of establishment when there were many difficulties. The top goal is to build Chu town to develop sustainably, as a service, ecological and livable urban area; to build Luc Ngan district to develop in the direction of a green economy, as a high-quality and high-value agricultural and forestry production area associated with eco-tourism, experiencing the unique cultural identity of the highland people.
He requested the Executive Committee and the Standing Committee of the Chu Town Party Committee and Luc Ngan District to urgently direct the implementation of procedures and processes for perfecting government personnel according to the Law; arrange and assign the apparatus and personnel of agencies and units at the district and commune levels in each locality in conjunction with the summary of Resolution No. 18 of the 12th Central Executive Committee and arrange the organization and apparatus, ensuring streamlining - compactness - strength - effectiveness - efficiency. Focus on leading and directing the preparation work for the Party Congresses at all levels for the 2025-2030 term.
Urgently prepare conditions for the new administrative unit to come into operation from January 1, 2025, without interrupting tasks or affecting the service to people and businesses. Timely grasp the thoughts and aspirations of cadres, party members, civil servants, public employees, and workers, especially those affected by the implementation of administrative unit arrangement and organizational arrangement, in order to have timely solutions and support.
In addition, promote the internal strength, potential and strengths of each locality, exploit to the maximum the advantages of geographical location, historical - cultural landscape, mobilize and effectively use resources for socio-economic development. Economic development must go hand in hand with cultural and social development, ensuring social progress and equity; focus on hunger eradication and poverty reduction quickly and sustainably. As a locality with a large number of ethnic minorities, Chu town and Luc Ngan district need to pay special attention to implementing social security policies well. Strengthen the building and rectification of the Party and the political system; promote coordination, increase exchanges, support, jointly implement common tasks, especially the tasks of planning and implementing, developing connecting traffic, coordinating to strengthen state management in border areas, and coordinating to develop common cultural values.
On behalf of the leaders of the two units, Comrade Vuong Tuan Nghia - Secretary of Chu Town Party Committee respectfully thanked and seriously accepted the instructions of the Provincial Party Secretary. At the same time, he promised to focus on thoroughly grasping, concretizing, seriously and effectively implementing the instructions.

At the same time, the Party Committee, Government and People of all ethnic groups in Chu town and Luc Ngan district hope to continue to receive more regular attention, leadership, direction and support from the leaders of the Party, State, ministries, central agencies and localities so that Chu town and Luc Ngan district have more motivation and conditions to continue to build and firmly step on the path of integration, contributing to affirming the aspiration for strength, bringing our country into a new era, the era of national growth.
