According to the Department of Internal Affairs of Bac Ninh province, Bac Ninh province is implementing a plan to reorganize villages and residential areas. According to the plan, Bac Ninh province currently has 2,858 villages and residential areas, including 1,921 villages and 937 residential areas. Of these, 713 villages are located in ethnic minority areas, mountainous regions, and areas facing particular difficulties.
Upon review, only 859 villages and residential areas fully met the prescribed standards, while 1,999 units did not meet the size requirements.
To streamline the administrative apparatus at the grassroots level, the province plans to retain 465 villages and residential areas. Of these, 429 units meet the household size standard; the remaining 36 units, although not meeting the standard, cannot be reorganized due to their isolated location or unique characteristics related to ethnicity, religion, culture, customs, traditions, and beliefs.

Notably, Bac Ninh will reorganize 2,393 villages and residential areas to create 923 new units. After the reorganization, the entire province of Bac Ninh will reduce the number of villages and residential areas by 1,470, equivalent to a 51.43% reduction. Thus, from the current 2,858 units, Bac Ninh is expected to have 1,388 villages and residential areas remaining.
According to calculations, this restructuring will reduce the number of part-time village and neighborhood officials by approximately 4,410, contributing to streamlining the administrative apparatus, reducing budget expenditures, and improving management efficiency at the grassroots level. For villages and neighborhoods that maintain their current status, the existing administrative structure will continue to operate normally.
For the 923 villages and residential areas established after the reorganization, the commune-level People's Committee will appoint temporary village heads or residential area leaders to manage activities until the official elections are held. The temporary administrative apparatus shall not operate for more than 6 months, as stipulated by the Government .

The positions of Party branch secretary and head of the Fatherland Front working committee in the newly established villages and residential areas will be filled according to the guidelines of the Party and the Fatherland Front .
Regarding personnel placement after the reorganization, it is expected that 256 non-professional personnel will be reassigned to continue working in villages and residential areas. Approximately 2,167 redundant personnel will have their benefits and policies addressed.
