In the last days of May, taking advantage of favorable weather, dozens of workers and machinery are urgently constructing the road project connecting Provincial Road 296 with Ring Road IV through Xuan Cam and Hop Thinh communes, Bac Ninh province.

According to Mr. Nguyen Van Truong, the project site commander, after a period of interruption due to lack of space, material shortages, and prolonged rainy weather, the unit has now mobilized maximum manpower and more than 20 machines, divided into multiple construction teams to accelerate progress.
According to Mr. Truong, the project has been extended until the end of 2026, but the investor aims to complete it in the third quarter of this year.
"We are mobilizing all available resources and striving to complete the project by September 2026 to serve the transportation needs of the people. To date, the project has completed 4.4 out of 6.3 km," Mr. Truong said.
According to Mr. Truong, the biggest challenge currently is the scarcity and sharp increase in the price of materials compared to when the project was approved.
Reporters observed that many sections of the road connecting Provincial Road 296 with Ring Road IV have been paved with asphalt and equipped with lighting systems.
According to the latest report from the Hop Thinh Commune Project Management Board, the entire project has completed nearly 70% of the work on roadbeds, surfaces, drainage, and lighting.
Mr. Nguyen Van Long, project manager for the road connecting Provincial Road 296 with Ring Road IV (Hop Thinh Commune Construction Project Management Board - the project's investor), said: "We regularly urge and remind the contractor to ensure the project's progress and quality. Material costs have increased significantly compared to the time of approval, but this does not mean the contractor can be negligent or delay construction."
Mr. Long also stated that the construction unit is currently focusing on compacting the second layer of crushed stone with machinery, followed by the first layer of crushed stone, and then proceeding with the asphalt concrete paving.
Residents of Hop Thinh and Xuan Cam communes in Bac Ninh province are eagerly awaiting the project's completion and commissioning so that travel will be more convenient and safer.
"If this road is completed, we will be able to access the Ring Road VI faster and more safely, without having to go through the village road. Therefore, we hope the project will be finished soon to facilitate the people's travel," said Mr. Nguyen Dinh Hoa (a resident of Xuan Cam commune).
Bring the project to completion in September.
Mr. Nguyen Van Long stated that currently, the project still has more than a dozen households (covering an area of 0.2 hectares) that have not yet handed over their land to the project.
"The area not yet handed over to the construction unit includes both residential and agricultural land. We have requested Hop Thinh commune to quickly clear the remaining area to hand over to the contractor. If the land is available, the goal of completing the project in September this year is feasible," Mr. Long said.

According to Mr. Nguyen Van Khanh, Secretary of the Party Committee of Hop Thinh commune, the commune's People's Committee has urged relevant units to expedite land clearance work.
"The People's Committee of the commune has assigned the Economic Department to coordinate and urge the Hiep Hoa Branch of the Land Development Center to accelerate the land clearance process, promptly complete the dossiers and compensation and support plans for the remaining area, with completion within May," Mr. Khanh informed.
Mr. Khanh also stated that the project connecting Provincial Road 296 with Ring Road IV is of significant importance in connecting industrial zones and clusters (Hop Thinh, Viet Nhat, Jutech industrial clusters, Hoa Phu industrial zone) in Bac Ninh province and connecting with Hanoi city.
"Therefore, we propose that the Project Management Board direct the construction contractor to accelerate the progress and complete the project in September this year. This will facilitate people's travel and strengthen connections between industrial zones and clusters in the province and Hanoi," Mr. Khanh said.
The project connecting Provincial Road 296 with Ring Road IV has a length of 6.3km, a road width of 11m, a design speed of 80km/h, and a lighting system. With a total investment of over 302 billion VND, construction began in early 2024. The project was originally planned to be completed in early 2025. However, due to land acquisition issues and material shortages, construction has been extended to the end of 2026. |
