Bac Ninh launches patriotic emulation movement for 2026.

BAC NINH - The Chairman of the Provincial People's Committee, Pham Hoang Son, has just signed Plan No. 184/KH-UBND launching the patriotic emulation movement in 2026, successfully implementing the Resolution of the 14th National Party Congress and the Resolution of the Bac Ninh Provincial Party Congress for the 2025-2030 term.

According to the plan, 2026 is the first year of implementing the goals of the Resolution of the 14th National Party Congress and the Bac Ninh Provincial Party Congress for the 2025-2030 term, which is of great importance in creating a foundation for Bac Ninh to develop rapidly and sustainably, aiming to become a centrally-governed city before 2030.

The emulation movement was launched to leverage the strength of the entire political system, the business community, and the people of the province, creating a vibrant, united, innovative, and determined atmosphere to achieve the socio-economic development, national defense, and security goals for 2026 and the following years.

In the field of economic development, the province focuses on competing to implement breakthrough tasks in administrative reform, improving PCI, PAR INDEX, PAPI, and SIPAS indicators; attracting and developing high-quality human resources to serve the digital economy, green economy, circular economy, and new technologies such as artificial intelligence, data science, and semiconductors.

Bac Ninh is also promoting the development of digital infrastructure, industrial park and cluster infrastructure, logistics, and intra-regional and inter-regional transportation connections; fostering digital transformation, developing tourism, improving the efficiency of industrial and agricultural production, and promoting trade and attracting investment.

In addition, the province focuses on emulation in the fields of culture, education, health, social welfare, and science and technology. This includes continuing fundamental and comprehensive reforms in education and training; improving the quality of medical examination and treatment and healthcare for the people; effectively implementing employment, poverty reduction, and social protection policies; and promoting the application of science and technology, innovation, and national digital transformation.

The emulation movement also focuses on building a streamlined political system that operates effectively and efficiently; tightening administrative discipline and order; promoting the fight against corruption, waste, and negative practices; and improving the quality of cadres, civil servants, and public employees. At the same time, it strengthens administrative reform linked to digital transformation, building a modern administration that better serves the people and businesses.

In the fields of defense, security, and foreign affairs, the province continues to build a strong armed force, maintain political stability and social order; improve the effectiveness of crime and drug prevention and control, fire prevention and control, and traffic safety; promote comprehensive foreign relations, international integration, and build the province's brand identity.

The plan sets out several important goals for the 2026-2030 period, such as: an average annual GRDP growth of 11-12%, with a target of 12.5-13% in 2026; a GRDP per capita of 8,200-8,700 USD; the digital economy accounting for approximately 45% of GRDP; an urbanization rate of 65%; no more poor households in the province by the end of 2027; completion of the entire Gia Binh airport site (phase 1) to serve the APEC Conference in 2027; and the development of Bac Ninh into a centrally-governed city before 2030.

The participants in the emulation movement include agencies, units, localities, businesses, households, and all cadres, Party members, civil servants, public employees, workers, and people in the province. The movement is summarized annually in December, and the overall summary is scheduled for December 2030.

The Provincial People's Committee has assigned relevant departments, agencies, and localities to develop specific plans for implementation; media outlets are urged to strengthen propaganda and replicate exemplary models and innovative approaches in the patriotic emulation movement throughout the province.
