Therefore, to create "discipline" within media agencies, journalist Nguyen Van Thang believes that the most important thing is to build and perfect a set of regulations to manage and operate the newsroom in a way that expands democracy while tightening discipline and order, especially in managing representative offices; linking Party building with building a strong agency; building a cultural environment within media agencies, including a culture of sharing and empathy. At the same time, ensuring stable income for employees, providing reporters and staff with a favorable environment for creativity and contribution, and implementing a reward system that is fair and appropriate...

For example, in 2023, the BVPL Newspaper continued to revise, supplement, and issue new regulations and rules to manage and operate the editorial office in a way that promotes creativity and cohesion among affiliated units and individual members of the Newspaper, creating a mechanism for officials, civil servants, employees, and workers to voluntarily comply with the law, regulations, and rules of the People's Procuracy sector and the BVPL Newspaper; while also tightening labor discipline and journalistic work discipline.

Reporters from the Law Protection Newspaper are covering a conference organized by the Supreme People's Procuratorate.

Editor-in-Chief Nguyen Van Thang added: "From 2018 to the present, since the Supreme People's Procuracy leadership reorganized its leadership board, the Law Protection Newspaper has revised, supplemented, and issued 14 new regulations and rules to improve the effectiveness and efficiency of the entire unit's operations... so the activities of the Law Protection Newspaper have gradually become more organized."

This will address the situation from seven years ago where officials and journalists requested nearly 200 letters of introduction in a single year, but the overall results were very meager; no investigative reports on corruption and malpractice were produced from hundreds of letters of introduction submitted by journalists in a year.

“Now, the situation is different. Thanks to strict and specific regulations, the operation of the BVPL Newspaper has maintained the principle of ‘reporting on the work done, reporting on the achievements’; most reporters only receive about 10 referral letters to go to the field in a year, but still excellently complete their professional tasks, including successfully carrying out investigative articles against negative manifestations and corruption,” Mr. Nguyen Van Thang shared.

It is affirmed that, in recent years, in implementing the policies of the Party, the State, and the People's Procuracy, the BVPL Newspaper - the official mouthpiece of the Supreme People's Procuracy - has done a good job in disseminating information and promoting anti-corruption efforts. In particular, with decisive leadership and many groundbreaking solutions, it has achieved outstanding results in general propaganda work, and specifically in the fight against corruption. On average, each year, the print and online versions of the BVPL Newspaper and the People's Procuracy Television Programs publish approximately 25,000 news articles, reports, and video clips.

Of these, news articles and reports promoting the Procuracy sector and disseminating legal education account for nearly 60%. Specifically, the number of news articles and reports on the fight against corruption and negative practices averages over 1,000 articles, videos, etc., per year.

Furthermore, the BVPL Newspaper proactively adheres to the directives, programs, and work plans of the Supreme People's Procuracy, providing in-depth and comprehensive coverage of anti-corruption and anti-negative practices within the Procuracy sector. The BVPL Newspaper focuses on timely and objective reporting on serious corruption and economic cases; and cases monitored and directed by the Central Steering Committee on Anti-Corruption and Negative Practices, ensuring political and legal compliance, and contributing to shaping public opinion. Annually, after the Party Committee of the BVPL Newspaper issues a Resolution on key tasks for the year, the Editorial Board develops a program and plan to implement the Resolution.

Specifically, the focus was on leading and directing the implementation of investigative reporting based on reader letters on "combating negative manifestations and corruption in society," in accordance with its principles and objectives. Accordingly, the BVPL Newspaper selected topics and assigned tasks to Party members and reporters with strong political convictions, journalistic skills, and good moral character to investigate cases with signs of corruption and negative practices. The core of this effort was the "Judicial Reporters Team," established by the Editor-in-Chief, to publicize and report on cases and incidents monitored and handled by the Central Steering Committee on Anti-Corruption and Negative Practices, while also verifying information from collaborators and readers on anti-corruption and negative practice topics.

With a systematic and practical approach, in 2023, BVPL Newspaper actively participated in and proudly won many high awards in the National Journalism Awards and other national journalism awards. These included the A Prize, B Prize, and Encouragement Prize at the 4th National Journalism Awards on combating corruption and negative practices; the B Prize at the 1st Dien Hong Journalism Awards; and the C Prize and Encouragement Prize at the 17th National Journalism Awards.

Respecting the reader is a solid foundation for reporters to do their job.

Sharing his experience at the unit, journalist Nguyen Van Thang said: Of the 6 major journalism awards won in 2023, 3 were investigative series, and all 3 series yielded clear results. The information published in the Law Enforcement Newspaper has helped local law enforcement agencies to refer to, use, investigate, and prosecute cases and defendants who have violated the law.

Among them, the four-part series "Violations of Regulations on Forest Exploitation and Protection in Gia Lai" won the B Prize at the Fourth National Journalism Awards for Combating Corruption. Based on information from the BVPL Newspaper, the Gia Lai provincial prosecuting authorities initiated legal proceedings and indicted five defendants for "Violating regulations on forest exploitation and protection and forest products" under Article 23 of the Penal Code. Similarly, an investigative work won the Encouragement Prize at the 17th National Journalism Awards with a five-part series: "Magic" in the Procurement of Teaching and Learning Equipment in Ha Tinh. This case was subsequently investigated by the investigating agency in coordination with the Procuratorate, resulting in the indictment of three defendants for "Violating bidding regulations causing serious consequences" .

In the same investigative journalism genre, the five-part series "Deforestation in Bac Kan " by BVPL Newspaper won the A Prize at the Fourth National Journalism Awards for Combating Corruption and Negative Practices. Reporters faced threats and obstruction during their investigation. Even after obtaining the necessary information, the individuals involved chased after the reporters in their vehicles to "bribe" them . However, with honed resilience and the guidance of the Editorial Board, despite numerous pressures and obstacles, the five-part series exposing the large-scale and sophisticated deforestation in Bac Kan province was successfully published. Following this, the Bac Kan Provincial prosecuting authorities initiated legal proceedings based on information and recommendations from BVPL Newspaper. The case is currently under investigation in accordance with the law.

Investigative articles on corruption and negative practices, especially information about negative behaviors and corruption within some agencies, units, and businesses, published in the BVPL Newspaper's publications, have attracted significant reader attention. Many cases with signs of corruption and negative practices published on the BVPL online newspaper have garnered hundreds of thousands of views and shares within just a few hours, having a major social impact.

Thanks to the attention and monitoring of our readers, and also from the operating principles of BVPL Newspaper – “Honesty, objectivity, humanity, and integrity” – in 2023 and the past five years, there has been no phenomenon of “published in the morning, discussed at noon, removed in the afternoon”… “We do not remove articles when the information presented is truthful, objective, and accurate. This is a sign of respect for our readers, appreciation for the efforts of our staff and reporters, and the prestige and integrity of the BVPL Newspaper leadership. The Editorial Board of BVPL Newspaper has been and continues to be a solid support, creating trust and inspiration for reporters to dedicate themselves to investigating corruption and negative practices,” the Editor-in-Chief emphasized.

Journalist Nguyen Van Thang also specifically affirmed that, among all solutions, the most important one is that the collective leadership of the newspaper must be united, highly responsible, and aspire to innovation and dedication; the head of the Party committee, agency, and each unit must be a leading example in complying with the Party's guidelines and policies, the State's laws, the propaganda orientation of the agencies directing and managing the press, the regulations and rules of the governing body, and the newspaper's regulations…
