Discussing solutions to achieve 8% GRDP growth by 2025.

This afternoon, February 13th, the Vice Chairmen of the Provincial People's Committee, Hoang Nam and Le Duc Tien, chaired a plenary session of the Provincial People's Committee to discuss the contents to be presented at the 29th session of the 8th Provincial People's Council. 10 items to be presented at the Provincial People's Council meeting.

In his opening remarks at the session, Vice Chairman of the Provincial People's Committee Hoang Nam stated that at the 29th session of the Provincial People's Council, the Provincial People's Committee will present 10 items covering socio-economic fields; organizational structure and personnel policies; conversion of forest land use; land management and use; the National Target Program for socio-economic development in ethnic minority and mountainous areas; new housing construction for people with meritorious services to the revolution and relatives of martyrs; and public health care.

Of the 10 items presented at this session, 8 important items have received feedback from the Provincial Party Standing Committee, including draft resolutions: Resolution on amending some contents in Clause 2, Article 2 of Resolution No. 90/2024/NQ-HĐND dated December 6, 2024 of the Provincial People's Council on the socio-economic development plan for 2025.

Resolutions concerning the issuance of a list of land plots for bidding on land-use projects in Quang Tri province; regulations on the percentage rate for calculating annual land lease fees not subject to auction, the unit price for leasing land for underground construction, and the unit price for leasing land with water surface in the province; decisions on the policy of converting forest land use for investment projects in the province; and the reorganization of specialized agencies under the People's Committee of Quang Tri province.

Resolution on regulations regarding support policies for officials and civil servants implementing the policies stipulated in Government Decree No. 177/2024/ND-CP dated December 31, 2024, which regulates the regime and policies for cases of non-re-election, re-appointment, and officials who resign or retire voluntarily in Quang Tri province.

Resolution on regulations regarding support policies for officials, civil servants, public employees, and non-professional workers at the commune level in implementing organizational restructuring in Quang Tri province according to Government Decree No. 178/2024/ND-CP dated December 31, 2024. The resolution stipulates the level of support for new construction and renovation/repair of housing for people with meritorious services to the revolution and relatives of martyrs in Quang Tri province.

In addition, there is a matter not submitted to the Provincial People's Council but which urgently requires the opinion of the Provincial People's Committee's plenary session: the draft Decision on amending and supplementing several articles of Decision No. 49/2019/QD-UBND dated December 20, 2019, of the Provincial People's Committee promulgating the periodic land price list for 5 years (2020-2024) in Quang Tri province.

At the meeting, the members of the Provincial People's Committee unanimously agreed to submit 10 items to the 29th session of the Provincial People's Council.

Proactively develop policies, resources, and mindsets to effectively implement the resolutions of the Provincial People's Council.

In order to successfully achieve the national growth target of 8% or higher in 2025, the Government has issued Resolution No. 25/NQ-CP directing the People's Committees of provinces and centrally-administered cities to study and review reports to the People's Councils at the same level in February 2025 to adjust the local GRDP growth targets, including setting the GRDP growth target for Quang Tri province at 8% in 2025.

At the meeting, leaders of departments, agencies, and localities discussed solutions to achieve this growth target. Accordingly, the projected GRDP growth is 8% compared to 2024, with the agriculture, forestry, and fisheries sector growing by 3.5%; the industry and construction sector by 12%; the service sector by 7.5%; and product taxes less product subsidies by 6.19%. The GRDP size in 2025 is expected to reach approximately VND 59,000 billion; GRDP per capita will reach VND 89.7 million; and total social investment will reach approximately VND 32,800 billion.

Solutions discussed at the meeting included mobilizing social resources for development, including the effective implementation of the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050, in conjunction with Resolution No. 26-NQ/TW of the Politburo on the development of the North Central and Central Coastal regions until 2030, with a vision to 2045.

Continue to innovate the content and form of investment promotion activities; strengthen economic activities and foreign economic relations. Focus on effectively carrying out land clearance work, creating clean land funds for project implementation. Implement breakthrough solutions and central government policies to strongly encourage the development of private enterprises, which are truly an important driving force of the economy.

Promoting investment includes public investment and non-state investment, with a focus on accelerating the disbursement of public investment capital from the beginning of 2025, using public investment to lead and activate social investment. Strengthening administrative procedure reform and applying information technology in handling public investment procedures.

Implement a comprehensive approach to managing construction materials from the exploration and exploitation phase to the planning phase, as well as the extraction and use process on construction sites. Actively direct and accelerate the progress of key projects: Quang Tri Airport, My Thuy Port Area, Hai Lang LNG Phase 1, Quang Tri Industrial Park; and construct a conveyor belt for transporting coal from Laos to Vietnam within Vietnamese territory.

Regarding industry, we will accelerate the restructuring of the industrial sector towards modernization; develop in depth, improve productivity, added value, and competitiveness of products in advantageous industries. We will continue to build a number of reputable, branded key industrial products to support development; and promote key processing industries that can contribute to growth, such as wood processing and seafood processing.

In addition, it is necessary to promote the development of the construction industry, trade, and tourism. The agricultural sector should be restructured, while effectively exploiting the potential in the agricultural, forestry, and fisheries sectors that still have room for development. In particular, it is crucial to accelerate reforms to investment procedures, making them more transparent and favorable for investors.

Speaking at the session, the Standing Vice Chairman of the Provincial People's Council, Nguyen Chien Thang, stated that to achieve an 8% growth rate, it is necessary to boost the construction industry, paying attention to administrative reform and creating a transparent environment in administrative procedures to attract investment. The Provincial People's Council will always work alongside the Provincial People's Committee in the process of reviewing projects, shortening timelines, and creating favorable conditions for investors.

Concluding the session, Vice Chairman of the Provincial People's Committee Hoang Nam highly appreciated the sense of responsibility of the leaders of departments, agencies, units, and localities in developing the contents to be presented at the Provincial People's Council session, and also contributed opinions to supplement and improve the drafts.

Vice Chairman of the Provincial People's Committee Hoang Nam requested that departments, agencies, and units prepare all necessary conditions to implement the resolutions of the Provincial People's Council when they come into effect, specifically regarding the restructuring of the organizational apparatus and personnel. This includes proactively developing policies, resources, and mindsets to ensure effective implementation. Units receiving and transferring tasks from other units must proactively develop plans to avoid disrupting state administrative activities, especially those related to direction, management, and activities directly affecting organizations and individuals.
