Issuing emergency procedures for disaster prevention and control.

The People's Committee of Da Nang City has just issued Decision No. 2315/QD-UBND on the process of announcing and implementing decisions on emergency situations regarding natural disasters; implementing emergency projects for disaster prevention and mitigation; and providing emergency support for the relocation of residents in Da Nang City.

Accordingly, an emergency is declared when a natural disaster directly threatens the lives, health, homes of citizens, or critical infrastructure such as reservoirs, dams, dikes, transportation infrastructure, high-voltage power systems of 66KV or higher, schools, hospitals, and industrial zones.

The Chairman of the City People's Committee has the authority to decide on the declaration and termination of emergency situations. For situations that directly threaten the lives of many citizens or affect two or more sectors, the City Military Command (the Standing Agency of the Civil Defense Command) will be responsible for leading the advisory role.

When an emergency occurs, the city will implement a series of measures: mobilizing rescue forces; evacuating residents; providing free food and medicine; and mobilizing all resources (including the Disaster Prevention Fund) to address structural failures. Regarding the relocation of residents, the Department of Agriculture and Environment is responsible for land allocation and housing arrangements; the Department of Finance advises on funding; and the City Military Command deploys forces and equipment to support the relocation.
