The Standing Committee of Hai Phong City Party Committee approved the policy of building Cat Bi Victory Monument Park.

Comrade Le Anh Quan, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee presented the content of the Cat Bi Victory Monument Park Project.

On the afternoon of August 21, the Standing Committee of the Hai Phong City Party Committee listened to a report and gave opinions on the investment policy of the Cat Bi Victory Monument Park project.

According to the report of the Party Committee of the City People's Committee, the investment project to build the Cat Bi Victory Monument Park at Cat Bi International Airport, Hai An Ward, Hai Phong City is a Group C project proposed by the Department of Culture, Sports and Tourism as the agency proposing the investment preparation policy. The total investment of the project is 119.6 billion VND from the city's public investment capital, with the implementation period from 2025 to 2027.

The goal is to build a park with modern technical infrastructure, synchronously connected with the traffic system and technical infrastructure in the area; create an artistic highlight at the important gateway of the city, expressing the culture, historical traditions, national pride and international integration, affirming the aspiration for peace of the people of the Port City, bringing great historical - cultural and educational values.

The Cat Bi Victory Monument Park has an expected land area of about 2.68 hectares. Accordingly, the park will be built with infrastructure, campus, square, trees, lawns, toilets, roads, sidewalks, parking lots, lighting systems, and water supply and drainage systems. The monument is 14.4m high, the symbol block is made of bronze; on a cylindrical pedestal with a diameter of 9.9m, reinforced concrete structure with steel reinforcement and stone relief 4.5m high.

The artistic and architectural design of the Cat Bi Victory Monument was selected through a competition in accordance with the provisions of law; it was selected by the Standing Committee of the City Party Committee. On that basis, the group of authors participating in the competition for the Monument plan agreed to adjust the sketch of the Cat Bi Victory Monument according to the direction of the Standing Committee of the City Party Committee.

Specifically, the overall layout includes two main components, a central symbolic pedestal and a surrounding relief, which serves as a pedestal for the main statue; the symbol is located on a solid cylindrical pedestal with a stylized overall shape of a flame, formed by five blocks. The pedestal depicts condensed images of the Cat Bi victory in the past with the desire to send a message: "The past is the foundation for the future", creating an aesthetic highlight and showing the connection with the glorious victory of the Dien Bien Phu Campaign.

After listening to the comments at the meeting, Secretary of the City Party Committee Le Tien Chau concluded, stating: Investing in the construction of the Cat Bi Victory Monument Park at Cat Bi International Airport is very important and necessary, in accordance with the approved plans and projects, ensuring funding for implementation. The Standing Committee of the City Party Committee unanimously approved the investment policy for the construction of the Cat Bi Victory Monument Park, assigning the City Party Committee to direct the implementation in accordance with regulations, paying attention to ensuring the correct criteria, standards; architecture, techniques...; and meeting the requirements on time progress.
