
Direct survey at commune level
Immediately after implementing the 2-level local government model, Mr. Dang Hong Tuan - Director of Social Insurance Region XXV, together with the working delegation, conducted a survey at the Lam Dong Provincial Public Administration Service Center and at the People's Committee of Xuan Huong Ward - Da Lat. The survey aimed to promptly grasp the practical situation, remove difficulties and obstacles in the process of receiving and handling administrative procedures in the field of social insurance and health insurance in the locality.
At the survey points, Mr. Dang Hong Tuan inspected the facilities, evaluated the work of receiving documents and listened to feedback from officials and people to directly give specific instructions.

Through a field survey, the leaders of the Social Insurance of Region XXV initially noted some shortcomings such as: The interconnected software system is sometimes slow and error-prone; the new regulation on business owners being subject to compulsory social insurance from July 1 has been implemented, but in the reception and guidance stages, there are still certain difficulties...
At the Lam Dong Provincial Public Administration Service Center, Ms. Nguyen Thi Nga (in Xuan Huong Ward - Da Lat) said: "When I heard the information about business owners paying social insurance from July 1, I came here to find out information. Through the guidance of social insurance staff, I grasped the necessary information to comply with the regulations."
Based on the actual survey, Director of Social Insurance Region XXV Dang Hong Tuan directed the standing working group to proactively grasp the situation of the new area, promptly synthesize and report on arising difficulties to have effective solutions. At the same time, request the functional departments to strengthen inspection and support for the facilities; review and arrange appropriate personnel at the administrative procedure reception department of the newly established wards. Strengthen guidance and professional training according to the new organizational model; continue to propagate and widely announce the location and process of receiving documents so that people can conveniently access and implement.

Establish a permanent working group
Previously, the Social Insurance of Region XXV decided to establish a permanent Working Group to directly receive, guide, and resolve difficulties and problems arising in the process of reorganizing the apparatus and implementing the 2-level local government organization model.
The working group of Social Insurance Region XXV consists of 46 people, with the Director of Social Insurance Region XXV as the Team Leader; Deputy Directors as Deputy Team Leaders and members being Heads of staff departments, Directors of Social Insurance at district level, officers of the Information Technology and Digital Transformation Department, officers in charge of the one-stop department of the Organization - Administration Department.
The working group is responsible for receiving, guiding, and resolving difficulties, problems, and issues arising, as well as the contents, proposals, and recommendations reflected by agencies and units in the process of reorganizing the apparatus and implementing the 2-level local government organization model in the field of social insurance in region XXV.
The Deputy Directors of Social Insurance in Region XXV are responsible for monitoring the assigned areas and areas of expertise. The Directors of Social Insurance in districts, towns and cities specifically assign officers and employees in the unit to closely follow the areas and facilities to proactively and promptly perform tasks and handle arising situations.
For newly arranged and reorganized commune-level administrative units on the basis of (old) commune-level administrative units belonging to different district-level administrative units, the Director of Social Insurance of the district, town, or city assigned to take over is responsible for notifying and providing instructions so that the People, employees, agencies, and units know and coordinate.

Social Insurance of Region XXV also requested the Provincial Post Office and Regional Post Offices to coordinate with the Social Insurance Agency to arrange officers and employees to be on duty at the Public Administration Service Centers at the provincial and communal levels to provide guidance, receive and return results, and support the implementation of administrative procedures at the Public Administration Service Centers.
Mr. Dang Hong Tuan said: “The transition to a two-tier local government model is an important step in the administrative reform process. The XXV Social Insurance clearly defines its role as accompaniment to the grassroots, always proactively listening to reality to promptly resolve difficulties, with the goal of best serving people and businesses in accessing social insurance and health insurance policies, ensuring that benefits are not interrupted.
