On the afternoon of April 19th, a delegation from the National Assembly's Committee on National Defense and Security, led by Lieutenant General Nguyen Minh Duc, Vice Chairman of the Committee on National Defense and Security, held a working session with Thua Thien- Hue province to conduct a survey in preparation for the revision and amendment of the draft Law on Roads and the Law on Traffic Order and Safety.

The working group of the National Assembly 's Committee on National Defense and Security held a meeting with the People's Committee of Thua Thien-Hue province.

According to the report presented at the meeting, Thua Thien Hue province currently has 11,033 road routes with a total length of 8,480 km. This includes the Cam Lo - La Son expressway and the Ho Chi Minh Highway section from La Son to Tuy Loan, totaling 97 km (2%); and 4 national highways passing through the province with a total length of 485.26 km (5%). The province's road transport system is relatively diverse, interconnected, and features many important transportation hubs.

Thua Thien-Hue province has done a good job in ensuring traffic safety; leadership, direction, and coordination among agencies and localities in ensuring traffic safety have been emphasized. The dissemination and promotion of road traffic laws have been intensified and achieved positive results.

During the meeting, the leaders of Thua Thien-Hue province also exchanged views on issues related to the road law, noting that some problems have arisen during its implementation.

Specifically, although the legal regulations on compensation, support, and resettlement policies have only recently been issued, they still have many shortcomings and are not in line with reality; the compensation prices for buildings, trees, and crops do not reflect the cost of care, especially for perennial plants with high economic income.

Accordingly, land compensation prices, especially for residential land and production forest land, despite annual adjustments to land price coefficients, are still significantly lower than market prices. This leads to...   The work of persuading and explaining to those affected by land clearance is facing many difficulties.

Furthermore, land and construction management over the years has been lax, land and construction records are incomplete or lost, and previously issued land use right certificates contain many errors, leading to difficulties in verifying the construction date and origin of land use at the commune and ward levels.

On the morning of April 19th, the working group of the National Assembly's Committee on National Defense and Security conducted a field survey of the interchange of the Cam Lo - La Son expressway project, the section passing through Phong Dien district (Thua Thien-Hue).

In contributing to the draft Road Law, the People's Committee of Thua Thien-Hue province also provided feedback on several issues related to the definition of terms in Article 3; the Road Transport Development Policy in Article 6; and the Investment in Road Construction Projects in Article 28.

In contributing opinions to the Law on Road Traffic Order and Safety, the People's Committee of Thua Thien-Hue province also made recommendations to improve the regulations in the draft Law, especially those concerning prohibited behaviors, protection of children participating in road traffic, license plate auction, driver's license classification, driver's license points, traffic accident damage reduction fund, and other regulations.

Regarding the 2023 draft, on August 8, 2023, after review, the People's Committee of Thua Thien Hue province concluded that, compared to the draft Law submitted to the National Assembly at the 6th Session, the draft Law had been revised in 9 chapters and 89 articles. The number of chapters remained the same, while 8 articles were added due to the inclusion of 5 new articles and the separation and merging of articles to ensure consistency with the content and scope of regulation. Furthermore, recognizing that these are issues of public concern, the addition and adjustment of these contents to the draft law are entirely consistent with objective reality and scientific basis, contributing to the completion of the draft law. Therefore, the draft Law, after being revised and amended, achieved consensus between the reviewing agency and the drafting agency.  

On behalf of the provincial leadership, Mr. Phan Quy Phuong, Vice Chairman of the Thua Thien-Hue Provincial People's Committee, also discussed and clarified the difficulties, obstacles, and proposals of the province, as well as the contents requested by the working group.  

Regarding the shortcomings on the Cam Lo - La Son expressway, the Vice Chairman of the Thua Thien-Hue Provincial People's Committee stated that this is a key national transportation artery, with vehicles from all 63 provinces and cities traveling North-South passing through it. This is very different from expressways within a province or between two or three provinces. Therefore, it needs to be completed soon according to the plan - befitting its status as a national arterial road. Initially, it should have 4 lanes, a solid median, an emergency stopping lane, and synchronized expressway management facilities such as speed cameras, lighting, and telecommunications coverage.

Concluding the working session, on behalf of the delegation, Lieutenant General Nguyen Minh Duc highly appreciated Thua Thien-Hue province's work in ensuring traffic safety and order in the past period; acknowledged the province's thorough preparation for the working session with the delegation and affirmed that the province's opinions and recommendations were valid and relevant to reality, contributing to the delegation's contribution to the draft laws. Regarding some remaining issues, the delegation requested relevant departments and agencies to continue supplementing them in writing through the Provincial National Assembly Delegation to finalize the draft laws.
