According to information from the Criminal Police Department (PC02) of the Ho Chi Minh City Police on November 5th, the unit has just initiated legal proceedings and arrested Nguyen Thi Cam Nguyen, Nguyen Van Ngon, Le Huu Nhan, and Pham Duy Khanh for the crime of brokering prostitution.
Previously, detectives from the PC02 Department discovered that Restaurant 97 (97 bis Suong Nguyet Anh Street, Ben Thanh Ward, District 1, Ho Chi Minh City) showed signs of prostitution activities. Nguyen Thi Cam Nguyen was the owner and directly managed the establishment.
In addition to the above establishment, Nguyen also owns several restaurants in District 1 and District 5 that operate karaoke without a license.

Through investigation, the police determined that Restaurant 97 is a long-established establishment, well-known among the nightlife scene, and the most "VIP" location in the chain of restaurants owned by Nguyen.
Nguyen Thi Cam Nguyen allowed the female waitresses of her restaurant to engage in prostitution, constantly changing their methods and finding ways to evade the police. She instructed them to use slang terms like "eating rice, eating porridge" to imply that the waitresses were permitted to sell sex to customers.
The restaurant had 15 rooms operating as unlicensed karaoke rooms, with approximately 60 female hostesses ready to provide prostitution services to customers; it had an alarm system including walkie-talkies, flashing lights, and automatic sound muting… There were always 3 to 5 security guards at the entrance to monitor the situation and notify those inside when they detected police arrivals for inspection.
By promising high salaries and commissions, Nguyen connected with many managers to lure hundreds of female waitresses to work for his chain of restaurants.
Customers visiting the restaurant are advertised and offered services such as erotic dancing, female hostesses available upon request, and many attractive "combos" at reasonable prices, "guaranteed not to be inspected by law enforcement."
During an inspection of Restaurant 97, authorities seized numerous documents and evidence related to the restaurant's organization of female waitresses engaging in prostitution at hotels in Ho Chi Minh City. The waitresses and customers were taken to the police station for investigation and clarification.
These customers testified that after eating and singing karaoke at Restaurant 97, they were introduced by the manager, Nguyen Van Ngon, to buy sex from four female waitresses, at a price of 12 million VND per person per night.
Through pimping, Nguyen's restaurant chain attracted thousands of customers each month for dining and entertainment, generating tens of billions of dong in illicit profits.
The police are expanding their investigation into the case, searching for and clarifying the identities of those who assisted in organizing prostitution at this restaurant.
