On December 15th, the election of village, hamlet, and neighborhood heads for the 2025-2027 term took place simultaneously in 1,452 villages, hamlets, and neighborhoods. At this point, all preparations are in their final stages. Voters throughout the province expect the election to be successful, selecting capable and enthusiastic individuals who will serve as pillars of support for the people and contribute to the development of their villages, hamlets, and neighborhoods.

In Trang An Ward (Dong Trieu City), the atmosphere is bustling these days as preparations are underway for the election of neighborhood leaders for the 2025-2027 term. Tasks such as organizing consultations, renovating the cultural center, and preparing facilities and polling stations are being actively implemented. Loudspeakers in the neighborhoods continuously broadcast information about the election day.
Comrade Nguyen Thi Thu Trang, Vice Chairman of the People's Committee of Trang An Ward and Deputy Head of the Ward Election Steering Committee, said: Following the directives of the province and city, Trang An Ward has implemented the election work according to schedule, ensuring seriousness, adherence to procedures, and compliance with legal regulations. The ward has focused on directing and implementing guiding documents on the election of neighborhood leaders down to the neighborhood level. The ward's Election Steering Committee has issued a decision to establish 7 polling stations, each with 7 members. Along with that, it has directed the neighborhoods to implement personnel procedures and consultations in accordance with regulations.

Despite the large workload, thanks to thorough preparation, all election-related tasks are ahead of schedule. Currently, all seven neighborhoods in the ward have completed step 4 of the personnel selection process. Through the consultation process, 100% of the candidates nominated for re-election and new election have received high levels of consensus.
Ms. Bui Thi Nhan, Head of the Front Committee of Ha 2 neighborhood, said: Through the first consultation meeting, the Front Committee of Ha 2 neighborhood nominated one qualified candidate for the position of Neighborhood Head for the 2025-2027 term, Mr. Do Minh Vinh, born in 1970. Generally, the candidate for the position of Neighborhood Head is someone who meets the qualifications and conditions to undertake the work of the neighborhood. Through the second consultation meeting, Mr. Do Minh Vinh received the absolute consensus of the representatives of the households.
Following the consultations, from now until the election, the neighborhood will shift its focus to decorating the area, posting voter lists, and campaigning to encourage widespread voter participation on December 15th, creating a festive day for all residents.

Meanwhile, in Hong Ha ward – the central and most densely populated ward of Ha Long City – election preparations are proceeding according to schedule. The ward's neighborhoods are actively organizing reviews of their activities for the 2022-2025 term.
Mr. Nham Sy Thuoc, Vice Chairman of the People's Committee of Hong Ha Ward, said: In this election, voters representing households in the ward will participate in voting at 9 polling stations. The ward has established an Election Steering Committee; and formed 9 polling stations, each with 7 members. According to the assessment of the Ward's Steering Committee for the election of neighborhood leaders, the preparation work has been carried out seriously and according to procedure; ensuring the principle of Party leadership and State management, and guaranteeing the people's right to know, participate, and make decisions. The neighborhoods have completed the fourth stage of consultation, and most of the candidates nominated for re-election and new election are enthusiastic and dedicated individuals in their neighborhood activities. Currently, the neighborhoods are posting lists of candidates, reviewing and posting voter lists; and preparing facilities and ballot boxes. Each polling station will display banners, slogans, and flags to create a lively atmosphere.
Preparations for the final stages of the nationwide election day in communes, wards, and towns throughout the province are being carried out urgently. In many localities, people are participating in environmental sanitation; beautifying the grounds of cultural centers to make them clean and attractive, creating favorable conditions for voters in the neighborhood to elect new village, hamlet, and neighborhood heads for the next term.

Voters throughout the province are eagerly awaiting December 15, 2024, to cast their ballots and exercise their right to self-governance. They expect that the elected village, hamlet, or neighborhood head for the 2025-2027 term will use their full capabilities and responsibilities to serve the people, so that the material and spiritual lives of the people will continuously improve.
Ms. Ta Thi Van (Zone 4, Hong Ha Ward, Ha Long City) said: "I, along with the voters here, are ready to wait until election day to exercise our civic rights. I will choose a representative for the area who is talented, virtuous, and reputable in the locality, worthy of being a pillar of support for the people and contributing to the development of the neighborhood."
Implementation work is on schedule.
The election of village, hamlet, and neighborhood heads is a significant event aimed at promoting the people's right to self-governance, improving the effectiveness of building and implementing grassroots democracy, and strengthening unity and solidarity within the community. It also serves to select and elect outstanding individuals with the qualities, capabilities, and prestige to represent the community in carrying out self-governing tasks within the area. To prepare for this important political event, all levels, from the province to the grassroots, have proactively and actively directed and implemented the election process, ensuring that the content, procedures, and steps are followed, and that the process is completed ahead of schedule as stipulated and guided by the Central and Provincial authorities.

Specifically, the Standing Committee of the Provincial Fatherland Front Committee issued a plan to implement and guide the election of village, hamlet, and neighborhood heads for the 2025-2027 term; organized online training for Fatherland Front officials at all levels on professional skills; guided the Fatherland Front Committees at the district and commune levels to organize meetings of the Fatherland Front Working Committees to prepare the list of candidates and organize the election process; coordinated with member organizations to carry out propaganda and mobilization work among members and the people to actively participate in the election, creating a joyful and enthusiastic atmosphere, consensus, and trust among the people; monitored the situation in residential areas and coordinated inspections; and supervised the election process.
The Department of Internal Affairs also issued guidelines for the implementation of the election of village, hamlet, and neighborhood heads for the 2025-2027 term; proactively coordinated with the People's Committees of districts, towns, and cities to conduct training and provide guidance on election procedures to each commune level and those directly involved in the election process; organized survey teams to assess the situation in localities, focusing on communes and wards after administrative unit reorganization; and villages, hamlets, and neighborhoods with specific characteristics regarding population, area, and topography. In addition, the Department of Internal Affairs established a Zalo group called "Village Head Election Work" connecting the specialized departments of the Department of Internal Affairs and the Internal Affairs Departments of 13 localities to facilitate timely exchange, monitoring of the situation, and guidance on election procedures in a timely and compliant manner.

Thirteen districts, towns, and cities, and 171 communes, wards, and townships have issued plans; organized conferences to disseminate, explain, and implement the election of village, hamlet, and neighborhood heads. At the commune level, Steering Committees and support teams have been established to direct and implement the election work in their areas. It is expected that all localities will have established polling stations before December 5th. Localities will continue to conduct training and provide guidance on election procedures for members of the polling stations.
According to Ms. Bui Thi Binh, Director of the Department of Internal Affairs: To date, 100% of commune-level People's Committees have issued decisions to organize the election of village heads ahead of schedule, with some localities completing this early, such as Dong Trieu, Ha Long, and Co To. The issuance of election organization decisions has ensured compliance with regulations, informing voters about the election date and time so that voters can actively participate in large numbers. Many localities have also promptly issued decisions to establish polling stations, ensuring compliance with regulations regarding the number and composition of participants. Currently, communes, wards, and towns are reviewing and compiling voter lists; and posting these lists at village cultural centers, neighborhoods, and other public places.
Regarding personnel matters, adhering closely to the regulations and guidelines of the Central and provincial authorities, localities have directed commune-level units to hold meetings and hear reports from Party branch committees on the personnel expected to be nominated as candidates for village, hamlet, and neighborhood heads, ensuring the effective implementation of the "People's Trust - Party's Choice" model, and maintaining the goal of 100% of Party branch secretaries also serving as village, hamlet, and neighborhood heads.

Based on the projected personnel, the province is implementing the personnel selection process for village, hamlet, and neighborhood heads in six steps, including: preparing personnel for the new Party branch committee; organizing Party branch meetings; holding meetings of the Front Committee and consulting with representatives of households; reporting to the Party committee; and organizing elections. To date, villages, hamlets, and neighborhoods have basically completed steps 3 and 4.
To ensure proactive and thorough preparation for election day, the Provincial Fatherland Front Committee and the Department of Internal Affairs have coordinated and agreed on guidelines for villages, hamlets, and neighborhoods to conduct consultations with household representatives regarding the form of election, whether by show of hands or secret ballot. Simultaneously, local authorities have seriously carried out propaganda, review, and preparation of the necessary material conditions for the election, ensuring readiness for the election of village, hamlet, and neighborhood heads.
It can be said that villages and neighborhoods are important areas for promoting democracy and forms of community self-governance, building cultural life in residential areas, and implementing the Party's guidelines and policies, as well as the State's laws and regulations... With careful preparation and organization by the localities, the election of village and neighborhood heads in Quang Ninh province will certainly be successful, contributing to the successful organization of the Party branch congresses for the 2025-2027 term, and achieving the goal of 100% of Party branch secretaries also serving as village and neighborhood heads.
