With less than a month remaining until the election of village, hamlet, and neighborhood heads for the 2025-2027 term, localities are urgently completing preparations and organizing the election, while continuing to implement the policy of having the Party branch secretary also serve as the village, hamlet, or neighborhood head.
Dong Trieu City currently has 162 villages and neighborhoods. Seriously adhering to the directives of the Provincial Party Committee and the Provincial People's Committee, the Standing Committee of the Dong Trieu City Party Committee has developed a plan and requested all levels of Party committees and authorities from the district to the grassroots to widely disseminate and publicize the plan among cadres, Party members, and the people, and to develop specific plans for implementation. Dong Trieu has completed the training of 420 delegates on election work, ensuring uniformity throughout the city.
To ensure the personnel selection process for village and neighborhood heads, the Dong Trieu City Party Committee requires its subordinate grassroots Party committees to review the existing team of Party branch secretaries who are also village and neighborhood heads to clearly identify and firmly grasp those who meet the conditions, standards, and prestige to be re-elected; and proactively prepare a source of cadres to supplement and replace those in areas where changes occur. At the same time, they should do a good job of political and ideological work, motivating and encouraging cadres and Party members capable of participating in tasks in villages and neighborhoods, in conjunction with assignments from the Party organization.
To date, 160 out of 162 villages and neighborhoods in the city have completed their personnel nominations. Of these, 124 are re-elected (77%), 26 are newly nominated (16%), and 2 villages have yet to complete their nominations. Regarding age, the youngest candidate is 32 years old, and the oldest is 73. In terms of qualifications, 14 have a university degree, 6 have a college degree, 9 have a vocational degree, 1 has a primary education, and the rest are high school graduates.
In addition, the city focused on completing the repairs of 100% of village and neighborhood cultural centers; intensified propaganda to create unity, consensus, support, and trust among the people; and focused on effectively resolving existing issues of concern to officials, Party members, and the people.
Similarly, in Van Don district, election preparations have been actively implemented, and have basically completed all steps according to the set schedule. According to District Party Secretary Truong Manh Hung, the Standing Committee of the Van Don District Party Committee has assigned each member of the Standing Committee to be in charge of specific areas to monitor the situation and direct the 12 communes and towns to do a good job of preparing personnel, propaganda, ceremonies, ensuring security and order, and being ready to successfully organize the election of village and neighborhood heads. One of the issues that the Standing Committee of the District Party Committee has paid the most attention to and directed is the selection of personnel for the election of village and neighborhood heads. This is because these are officials who must be carefully selected, meet the requirements of the new situation, be close to the people, listen to the people. Only then will the people trust and elect village and neighborhood heads.
Through the review process, out of a total of 72 villages and hamlets, 61 village and hamlet heads were re-elected (accounting for 85%), and 11 villages and hamlets nominated new personnel (accounting for 15%). Regarding the newly nominated personnel, the communes and towns actively reviewed the personnel pool, effectively carried out political and ideological work, and encouraged retired officials and Party members capable of participating in village and hamlet duties. Currently, 100% of villages and hamlets in Van Don district have completed the second stage of consultation; 25 villages and hamlets have completed the third stage of consultation.
Along with Dong Trieu and Van Don, other localities in the province are also diligently preparing for the election of village, hamlet, and neighborhood heads for the 2025-2027 term, which will take place on December 15, 2024. To date, many localities have completed the issuance of election organization decisions, with Dong Trieu, Ha Long, and Co To being the earliest to do so; they have also established election committees ensuring compliance with regulations on participation composition.
As of November 14, 2024, 1,018 villages, hamlets, and neighborhoods had completed the first and second stages of consultation. The highest numbers were in Ha Long, Uong Bi, Van Don, Quang Yen, Mong Cai, and Tien Yen. 208 villages, hamlets, and neighborhoods had completed the third and fourth stages of consultation.
Currently, localities are actively directing communes, wards, and towns to intensify propaganda about the election through various forms, such as: Party branch meetings; through conferences of communes, wards, towns, villages, hamlets, and neighborhoods; integrating it into the National Unity Day; and through information media such as electronic portals, public address systems, fanpages, Zalo, and Facebook of communes and wards. At the same time, they are reviewing the premises of village and neighborhood cultural centers, repairing and upgrading dilapidated and damaged cultural centers after typhoon No. 3; and building new toilets to meet the needs of the people. For example, Ha Long City has completed the construction of 35 new cultural centers and repaired 12 cultural centers with a total cost of nearly 100 billion VND; Quang Yen Town is focusing on repairing cultural centers and equipment for the election, striving to complete the work before November 30th...
The election of village, hamlet, and neighborhood heads for the 2025-2027 term is a widespread political activity involving the entire population. The election process is conducted according to the principles of direct and secret ballot, ensuring the exercise of the people's right to self-governance. Through each ballot, voters will choose capable, enthusiastic individuals who are worthy of being pillars of support for the people and contributing to the development of their villages, hamlets, and neighborhoods. With thorough preparation from the outset, we believe that the election of village, hamlet, and neighborhood heads in the province will truly become a festival for all citizens.
