Attending the event were Mr. Nong Tuan Phong - Director of the Department of Health; Mr. Nong Van Thanh - Deputy Director of the Department of Health; Mr. Doi Duy Tri - Deputy Director of the Department of Health; Mr. Trieu Thanh Son - Deputy Director of the Department of Health, Vice Chairman of the Appraisal Council; representatives of leaders of units: Vietnam Posts and Telecommunications Group ( VNPT ) Cao Bang branch, Provincial General Hospital, Provincial Police, Social Insurance, Hospitals and Medical Centers in the province.
The Traditional Medicine and Rehabilitation General Hospital is a grade II provincial specialized hospital, under the Cao Bang Department of Health . The hospital has 4 rooms and 9 specialized departments, with a scale of 164 beds. On average, the hospital examines over 70 patients per day, treats over 200 inpatients per day, and has a bed occupancy rate of about 125%. Over the years, the hospital has performed well in its tasks of general medical examination, treatment, and rehabilitation using traditional medicine, combining traditional medicine with modern medicine for patients.

Currently, the hospital's infrastructure basically ensures the operation of electronic medical records with 81 computers. The hospital uses a LAN network system for computers connecting from the server room to departments and rooms through Switch network devices using genuine 1Gbps bandwidth equipment to ensure high stability; HIS testing system, RIS image management system, PACS according to the criteria groups in Circular 54/2017/TT-BYT. The hospital has issued regulations on management and use of digital signature systems, digital certificates, digital signatures and electronic confirmations; The assessment criteria groups according to the provisions of Circular No. 54/2017/TT-BYT dated December 29, 2017 of the Ministry of Health reach level 5 in information technology application; Through review and comparison with the requirements of Circular 13/2025/TT-BYT of the Ministry of Health, the Hospital self-assessed that the Unit fully met the requirements of the Circular and was qualified to deploy Electronic Medical Records to completely replace paper medical records.
After listening to the report of the Hospital representative, the Appraisal Council directly surveyed the equipment, information technology infrastructure, and the application of information technology in the management and operation of medical examination and treatment activities at the Laboratory Department, the Department of Diagnostic Imaging and some clinical departments... Thereby, evaluating the criteria according to Circular No. 54/2017/TT-BYT and Circular No. 46/2017/TT-BYT of the Ministry of Health.

Through assessment, the results of the application of information technology of the Hospital according to Circular 54/2017/TT-BYT and the results of implementing electronic medical records on the guidance documents of the Ministry of Health show that the Hospital is qualified to use and store electronic medical records instead of paper medical records; store and transmit medical images instead of printing films and store test information instead of printing paper. In particular, the criteria groups on: Hospital infrastructure, hospital information system (HIS), image storage and transmission system (RIS-PACS), test information system (LIS); non-functional criteria group; information security and safety are all complete and guaranteed according to requirements. Departments and rooms are equipped with computers with guaranteed configuration; LAN is connected from the server room to departments and rooms via 1Gb bandwidth optical cable, from departments and rooms to computers with 1Gb bandwidth; Switch network devices use genuine 1Gb bandwidth tp-link devices, high stability...
As a result of the implementation, the information technology system of the Provincial General Hospital of Traditional Medicine and Rehabilitation meets the requirements for implementing electronic medical records.

After direct assessment, the Assessment Council conducted a vote and agreed on 100% of the criteria of the Hospital, but needed to be completed and supplemented. Thus, according to the provisions of Circular 46/2018/TT-BYT regulating electronic medical records, Circular 54/2017/TT-BYT regulating the set of criteria for IT application at medical examination and treatment facilities, the Provincial General Hospital of Traditional Medicine - Rehabilitation is qualified to deploy electronic medical records to completely replace paper medical records.

Speaking through the appraisal results, Chairman of the Appraisal Council, Dr. Dinh Manh Cuong highly appreciated the efforts of the Board of Directors, the collective and the team of doctors and nurses of the Hospital in implementing electronic medical records. At the same time, he requested the Hospital to continue to complete the regulations and rules more fully and in detail, continue to upgrade and supplement software to further improve the process of implementing electronic medical records to completely replace paper medical records.

Speaking at the Appraisal Conference, Comrade Nong Tuan Phong - Director of the Department of Health expressed his thanks to the members of the Appraisal Council, and emphasized that the implementation of electronic medical records is one of the goals towards implementing a smart healthcare model, applying digital transformation in most activities and technical services at the Hospital, contributing to building a modern, high-quality, fair and effective healthcare system step by step. He shared that on the challenging but also open-up-to-opportunity journey of digital healthcare transformation, the Hospital team needs to continue to step forward, steadfastly innovate and create for the future to bring a smart, modern and humane healthcare environment. Thereby, supporting people in easily accessing medical information to use medical services, register and make appointments, reduce waiting time, save costs in medical examination and treatment, costs of managing patient information, etc.
