In recent days, parents of students at the American International School AISVN have continuously received emails from the School Board Chairwoman Nguyen Thi Ut Em requesting registration and confirmation of enrollment time "to prepare staff and equipment carefully".

At the same time, in the letter sent by Ms. Ut Em on August 3, there is the content: "During this time, parents can register their children to go to school to meet friends and participate in fun activities such as soccer, badminton, swimming, chess...".

Then on August 9, in a letter from the President of the American International School Council AISVN, there was information that the school was in the process of arranging teachers, staff and necessary equipment to prepare for the 2024-2025 school year.

"In addition, we are currently working with the relevant authorities on the reopening of the school. Next week, the school will process payroll for current staff and finalize contracts with new staff. The school will start the new school year in August and will notify you three days before the start date."

Regarding this incident, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said: This is an act that violates regulations and AISVN American International School is not allowed to do so while its educational activities are suspended according to Decision No. 2042/QD-SGDĐT dated June 28 on suspending the school's educational activities, the suspension period is 12 months from July 1.

During this time, the school is not allowed to organize any educational activities and must complete the related obligations stated in the suspension decision. After fulfilling the obligations and completing the application for a license to resume educational activities, the Department of Education and Training will inspect and evaluate, and if qualified, will grant an operating license.

According to Mr. Minh, as soon as the information about the Chairman of this school board sending a notice to parents requesting registration for admission confirmation, the Department of Education and Training worked and requested that it be implemented in accordance with regulations. However, until today, the representative of this school continued to send the above letter to parents. Therefore, this afternoon, August 9, the Department of Education and Training sent an invitation letter requesting the American International School Council AISVN to work on Monday afternoon, August 12.

The Chief of Office of the Department of Education and Training of Ho Chi Minh City said that up to now, the Department of Education and Training has not received any reports on the completion of the requirements stated in the suspension decision as well as the application for an operating license. Therefore, if the President of the American International School Council AISVN Nguyen Thi Ut Em continues to carry out the contents that are not in accordance with regulations, the Department will transfer the file to the police agency for handling according to the procedure.

In Decision No. 2042/QD-SGDĐT on suspending the educational activities of AISVN American International School, the suspension period is 12 months, starting from July 1, stating: Pursuant to the provisions of Point b, Clause 1, Article 50 of the 2019 Education Law and Point b, Clause 1, Article 30 of Decree No. 46/2017/ND-CP of the Government , the school does not meet the conditions to be allowed to operate educationally. Specifically, it does not have enough financial resources as prescribed to ensure the maintenance and development of educational activities, and the number of educational managers is not sufficient to implement educational programs and organize educational activities.

The Department requires AISVN American International School to ensure the implementation of policies (salary, allowances, social insurance, health insurance, unemployment insurance) according to the agreement with employees in the signed labor contract; fully implement regulations on the use of foreign employees in accordance with the law.

During the suspension period, if the cause of the suspension is resolved, the Department of Education and Training will consider and issue a decision to allow educational activities to resume.

After the suspension period ends, if AISVN American International School fails to resolve the cause of the suspension, the Department will develop a plan to dissolve the school and submit it to the Chairman of the City People's Committee to issue a decision to dissolve the school according to regulations.
