According to a report from the Standing Committee of the Phan Thiet City Party Committee, to date, agencies, units, and localities under its jurisdiction have basically completed the inventory, packaging of archived files and documents, and are preparing for sealing. The City People's Committee has arranged two temporary archives at the current offices of the City People's Council and People's Committee. Regarding the digitization of administrative procedures, the city level has digitized 7,307 out of 8,442 files, and the ward/commune level has digitized 19,547 out of 21,169 files.


Regarding the organization of grassroots congresses, to date, 29 out of 41 Party organizations have held their congresses, and 12 out of 41 Party organizations have announced their congresses; the completion date for these congresses is June 15, 2025. The Standing Committee of the City Party Committee has approved the proposed personnel for the Party committees, inspection committees, and leadership positions of the newly merged wards and communes. The city is also preparing the necessary infrastructure, including the administrative center, offices of the new Party committees, People's Councils, People's Committees, and related agencies, to ensure the smooth and efficient operation of the political system in the newly merged wards and communes.

After listening to the report of the Standing Committee of the Phan Thiet City Party Committee and the contributions of the inspection team members, Comrade Nguyen Hoai Anh, Secretary of the Provincial Party Committee, highly appreciated the efforts of the Party committees and authorities in Phan Thiet in implementing the Central and provincial policies on preparing the conditions for merging new communes and wards. Besides the achievements, the Secretary of the Provincial Party Committee also pointed out some limitations in the implementation process. The progress of statistical work, financial and asset handover, and document digitization in some units and localities is still slow, with some localities still struggling and some aspects not being thoroughly addressed.



During the meeting, Comrade Nguyen Hoai Anh shared the difficulties and pressures of carrying out the task within a short timeframe, while the workload was very large. However, he emphasized that the work could not be done superficially, and there could be no delays. Important documents, especially those related to history and land, must be securely archived. With their responsibilities, each official and Party member must make even greater efforts and prepare thoroughly for the handover and operation of the newly merged communes and wards.
To ensure the timely implementation of the set objectives, the Provincial Party Secretary requested the City Party Committee and its Standing Committee to immediately establish working groups to direct and guide communes, wards, and relevant agencies in effectively carrying out the statistical work and handover of finances and assets; avoiding omissions, losses, and waste. Continue digitizing documents and thoroughly surveying office premises to ensure feasibility and conditions for the new communes and wards to operate from July 1, 2025, without disrupting services to the people and businesses.
Simultaneously, the Standing Committee of the City Party Committee must lead the organization of grassroots-level congresses to ensure the set schedule is met; prepare the conditions for organizing congresses in communes and wards after mergers; it is projected that all new communes and wards must complete their congresses by July 30, 2025. Focus on resolving outstanding issues, effectively carrying out land clearance for projects; implement personnel work according to authority; proactively take measures to ensure security and order; do a good job in ideological work, and ensure the benefits and policies for cadres, civil servants, and public employees are in accordance with regulations.
