According to the report of the Standing Committee of Phan Thiet City Party Committee, up to now, the agencies, units and localities have basically completed the statistics, packaging of records, archival documents, and preparation for sealing. The City People's Committee has arranged 2 temporary archives at the current working headquarters of the City People's Council and People's Committee. Regarding the digitization of administrative procedures, the city level has digitized 7,307/8,442 records, the ward and commune levels have digitized 19,547/21,169 records.
Regarding the organization of congresses at the grassroots level, up to now, 29/41 party organizations have held congresses, 12/41 party organizations have announced the organization of congresses; the congress completion date is June 15, 2025. The Standing Committee of the City Party Committee has approved the expected personnel of the Party Committee, Inspection Committee and leadership positions of the new wards and communes after the merger. The city has also prepared the material conditions, the headquarters of the public administration center, the working headquarters of the new Party Committee, People's Council, People's Committee and related agencies so that the political system of the new communes and wards can operate smoothly.
After listening to the report of the Standing Committee of Phan Thiet City Party Committee and the comments of the members of the inspection team, Comrade Nguyen Hoai Anh, Secretary of the Provincial Party Committee, highly appreciated the efforts of the Party Committee and the authorities in Phan Thiet in implementing the policy of the Central Government and the province on preparing conditions for merging new communes and wards. In addition to the achieved results, the Secretary of the Provincial Party Committee also pointed out some limitations in the implementation process. The progress of statistics, handover of finance, assets, and digitization of documents in some units and localities is still slow, some localities are still confused, and some contents are not thorough.
At the meeting, comrade Nguyen Hoai Anh shared the difficulties and pressures of carrying out tasks in a short time, while the workload is very large, but it cannot be done superficially, and progress cannot be delayed. Important documents, documents related to history, land, etc. must be strictly archived. With their responsibilities, each cadre and party member must make greater efforts, carefully prepare for the handover and operation of new communes and wards after the merger.
To ensure the implementation of the set progress and content, the Provincial Party Secretary requested the City Party Committee and the Standing Committee of the City Party Committee to immediately establish working groups to direct and guide communes, wards and relevant agencies to do a good job of statistics, handover of finances and assets; avoid omissions, loss and waste. Continue to digitize documents, carefully survey working headquarters in the spirit of ensuring feasibility, ensuring conditions for new communes and wards to operate from July 1, 2025, without interrupting activities serving the people and businesses.
At the same time, the Standing Committee of the City Party Committee must lead the organization of grassroots congresses to ensure the set progress; prepare conditions for organizing congresses of communes and wards after the merger; it is expected that by July 30, 2025, communes and wards will have to organize congresses. Focus on resolving outstanding cases, doing a good job of site clearance for projects; deploying personnel work according to authority; proactively taking measures to ensure security and order; doing a good job of ideological work, ensuring regimes and policies for cadres, civil servants and public employees according to regulations.
